摘 要：“随手拍”交通违法取证模式在国内已有较长时间的应用，成为交通管理部门执法取证模式的有效补充，为降低交通违法行为起数、提升交通安全水平、维护交通运行秩序、创建文明交通环境提供了新的技术手段。在当今5G通信、区块鏈等新技术的助力赋能下，“随手拍”应用迎来了更广阔的发展前景。本文首先对“随手拍”在国内各地的实践应用及法律依据进行阐述，随后指出相关新技术将会为其带来的机遇及产生的影响，提出其发展为“交通数据众包”模式的可操作性和现实意义，最后，以“可视化实景路况平台”作为案例进行了分析。

From“Snapshots”to“Traffic Data Crowdsourcing”discussion on the construction of mobile traffic multimedia visualization data platform

Abstract： The“Snapshots”traffic violation evidence collection mode has been applied for a long time in China and has become an effective supplement to the traffic management department evidence collection mode. It has provided new technology for reducing the number of traffic violations， improving traffic safety， maintaining traffic order， and creating a civilized traffic environment. Under the condition of new technologies such as 5G and blockchain， “Snapshots”is facing broader development prospects. This article first discusses the practice of “Snapshots” in various places and its legal basis， and then points out the opportunities and impacts that related new technologies will bring to it， and discusses the operability and practical significance of its development into a “Traffic Data Crowdsourcing” mode. Finally， the analysis is carried out with the“Visualized Real Road Condition Platform”as a case.

1“随手拍”助力查处违法占用应急车道行为

这里介绍二则2020年国庆期间的新闻。10月1日下午，河南新乡一位市民联系到菏宝高速交警大队民警，希望向警方举报在高速公路上占用应急车道的违法行为，在民警向他告知了举报受理邮箱后，这位市民发送了一个包含361张照片的压缩包，涉及36辆占用应急车道行驶的车辆。经过高速交警的逐一比对，将这36辆违法车辆的信息输入违法处理系统，对违法车辆处以罚款200元、记6分的处罚。据这位市民介绍，整理这些照片与车牌号信息，他花费了数个小时。10月4日，四川一位市民从遂宁……
