摘要：在配电工作中，由于登杆工作人员忘记挂设安全带，造成坠落事故时有发生。为了防止此类事件发生，本文提出设计一种报警监管型安全带挂钩。本装置由两部分组成，一部分是人员登杆检测及报警系统，另一部分是挂钩信息采集及发送系统。人员登杆检测及报警系统安装在工作人员登杆过程中经过的地方，挂钩信息采集及发送系统与安全带一体，向人员检测及报警系统发送挂钩挂设信息。若人员登杆检测系统只检测到有人登杆，而没收到发送模块发送的挂钩信息，便会提示工作人员系上安全带，同时，将异常状态信息发送给监管人员手机，可由工作负责人提醒相应登杆人员挂设安全带挂钩。该装置简单、可靠，一定程度上减少了登杆人员由于忘记挂设安全带造成的坠落事故数量。

Abstract： In the distribution work， because the staff forgot to install the safety belt， resulting in falling accidents from time to time. In order to prevent the occurrence of this kind of incidents， this paper proposes to design an alarm monitoring safety belt hook. This device is composed of two parts， one is the staff on the pole detection and alarm system， the other is the hook information acquisition and transmission system. The hook information collection and transmission system is integrated with the safety belt to send hook and installation information to the staff detection and alarm system. If the pole mounting detection system only detects someone mounting the pole and does not receive the hook information sent by the sending module， it will prompt the staff to fasten the safety belt. Meanwhile， the abnormal status information will be sent to the supervisor's mobile phone， and the person in charge of the work can remind the relevant pole mounting staff to hang the belt hanger. This device is simple and reliable， and to some extent reduces the number of falling accidents caused by people who forget to put their safety belts on the pole.

引言

目前，在配电工作中，登杆作业工作量大，作业环境复杂，坠落事故时有发生。为了防止坠落事故的发生，登杆作业人员通常会使用安全带，《国家电网公司电力安全规程（配电部分）》规定：“高处作业人员在转移作业位置时不得失去安全保护。”在杆上工作时，二次保险挂钩和腰部安全带挂钩应保证至少有一个可靠挂设。然而，在现场实际工作中，由于登杆人员的疏忽，忘记挂设安全带挂钩的事件时有发生，同时，部分登杆人员嫌挂设安全带挂钩麻烦，擅自取下安全带挂钩，引起了许多坠落事故。……
