变电站综合改造工程风险管控模式的探索与实践

摘 要:变电站综合自动化改造成为电网升级建设的重要趋势。然而,综合改造工程存在机构庞大、人员繁多,现场风险不确定,信息掌握较为片面等特点。因此,本文引入信息集成化理念,设计以实现各项信息集成管理为目标,全面分析现场作业的风险要素及管控方法,制定出多方面、多层次、全过程的《变电站综合改造安全风险管控手册》。在执行过程中,以安全管控手册为基础,实现施工现场的动态控制,推动变电站综合改造工程的安全有序开展,使投入工程建设的综合效益最大化。

The Exploration and Practice of a risk control model for comprehensive automatic reformation of Tranformer Substation

Abstract: The comprehensive automatic reformation of Tranformer Substation has become an important trend in power grid upgrading construction. However, the comprehensive automatic reformation has the characteristics of large institutions, numerous personnel, uncertain risks, and unilateral information. Therefore, this paper designs an information integration management, which can comprehensively analyze the risk factors and management methods in construction site, then develops a multi-faceted, multi-level, whole-process of the safety management manual for comprehensive automatic reformation of Tranformer Substation. In the process of implementation, the dynamic control in construction site is realized by the safety management manual, and the comprehensive automatic reformation of tranformer substation is promoted in order, and maximized the project benefits.

1 前言
随着社会经济的发展,电力需求量随之飞速上涨,同时,早期电网普遍面临着设备老化,性能降低等问题。面对电网供需的多重矛盾,改善电网结构,可通过增加新型综合自动化变电站的数量来达到目标;或者对现有变电站进行综合自动化改造,通过提高变电站的质量来实现。相比于前者,后者具有投入少,节约土地,节省人力、物力资源的优点[1]。因此,对现有变电站进行综合自动化改造成为电网升级建设的重要趋势。
然而,综合改造工程存在项目全面、机构庞大、人员繁多,现场安全风险不确定,信息掌握较为片面等特点。因此,本文将引入信息集成化理念,探索科学有效的现场安全风险管控模式,推动变电站综合改造工程的安全有序开展,使投入电网工程建设的综合效益最大化。……
