摘要：环境咨询业发展是发挥第三方专业优势，积极利用市场资源推动环保事业发展的重要举措。本文在分析了环境咨询业发展现状基础上，从环境咨询业发展的内外部驱动力角度提出了推动环境咨询业发展的对策，对推动环境咨询业发展具有积极的现实意义。

Abstract： The development of environmental consulting industry is an important measure to give full play to the professional advantages of third parties and actively use market resources to promote the development of environmental protection. Based on the analysis of the development status of environmental consulting industry， this paper puts forward the countermeasures to promote the development of environmental consulting industry from the perspective of internal and external driving force of environmental consulting industry development， which has positive practical significance for promoting the development of environmental consulting industry.

《“十三五”生態环境保护规划》提出，要大力发展环境服务业，推动环保产业发展。环境咨询业属劳动密集型产业，作为环境服务的重要组成部分，为企事业单位生产及社会活动提供环境技术咨询、环境审核咨询以及环境管理体系审核咨询等方面发挥着重要作用。环境咨询业发展是发挥第三方专业优势，积极利用市场资源推动环保事业发展的重要举措。

1 环境咨询业概述

1.1 概念

环境咨询业，是运用环境监测、环评等多学科专业知识、经验，以及现代科学技术和管理方法，为政府及企事业单位提供环保项目咨询、研究和信息服务的智力型服务行业。关贸总协定将环境咨询业定义为：通过服务收费方式获得收入，并对环境发展有益的活动。

1.2 分类

根据服务对象的不同，环境咨询服务包括两大类：一是为政府及相关部门提供环境咨询服务。如：环境保护规划、污染防控规划，环境质量目标，以及环境质量标准的制定等等。二是为企事业单位提供环境咨询服务，为企事业单位生产提供环评、环境监测、环境规划以及污染物防治等方面提供专业咨询服务，协助解决企事业生产发展环节所面临的环节问题。……
