[摘 要]辽宁省海洋经济总量持续快速增长，发展海洋战略性新兴产业在辽宁省的海洋经济增长战略中愈发重要。作为现代经济的核心，金融在海洋新兴产业发展中起着至关重要的作用。通过对辽宁省海洋新兴产业金融支持发展概况进行分析，呈现海洋新兴产业领域资金分布全面化，海洋新兴产业金融风险防范特色化，金融服务模式创新化等趋势和特点。但还存在专业化金融服务机构不足，海洋新兴产业金融支持政策不够细化，融资方式和创新性融资工具相对单一等问题。提出建立适合辽宁省海洋新兴产业发展的金融机制，推进金融机构贷款方面知识产权评估标准化，推出更贴合海洋新兴产业发展特点的金融产品，完善风险分摊机制，优化金融生态环境等对策建议。

Abstract： The total amount of marine economy in Liaoning Province keeps growing rapidly， and the development of marine strategic emerging industries is becoming more and more important in the marine economic growth strategy of Liaoning Province. As the core of modern economy， finance plays a vital role in the development of marine emerging industries. Through the analysis of the general situation of financial support development of marine emerging industries in Liaoning Province， this paper presents the trends and characteristics of the comprehensive distribution of funds in marine emerging industries， the characteristics of financial risk prevention of marine emerging industries， and the innovation of financial service model. However， there are still some problems， such as insufficient specialized financial service institutions， insufficient detailed financial support policies for emerging marine industries， relatively single financing methods and innovative financing instruments. This paper puts forward some countermeasures and suggestions， such as establishing a financial mechanism suitable for the development of marine emerging industries in Liaoning Province， promoting the standardization of intellectual property rights evaluation in financial institutionsloans， introducing financial products more suitable for the development characteristics of marine emerging industries， improving risk-sharing mechanism and optimizing financial ecological environment.
