摘要：随着我国经济、科技、政治等多方面的发展，环境污染等方面的治理也渐渐被国家和社会各界关注了起来。第二次全国污染源工作的开展和进行，因为时代的发展发生了一系列的改变，相比第一次全国污染源普查来说，相应的工作重点、工作特点等方面的内容都发生了一系列的改变，产生了一系列的变革。这些变革对于后续工作开展，都有极为重要的实际作用，要反思第一次的不足，进一步进行有效提高，本文就第二次全国污染源普查工作做了具体分析。

1 与第一次全国污染源普查相比的改变分析

1.1 环境管理工作的改变
