摘要：我国发展目前还不充分、不平衡，在将来的一定时期内还要进一步实现工业化、城市化和现代化，资源能源的消耗必将增大，对生态环境总体质量势必造成更大压力，给生态环境保护带来了更大的挑战。习总书记提出“绿水青山就是金山银山”的生态文明理念，将生态环境保护工作摆在了重要的战略地位。生态环境规划是实现社会经济环境协调发展的重要手段和途径。因此，在这一新形势下对生态环境规划提出了新要求，需要更加重视生态环境规划，科学、合理地完善我国的生态环境保护规划制度。本文以生态环境规划政策分析的一般模式为框架，对我国生态环境规划政策进行了评估与研究，分析了我国生态环境保护规划政策中存在的问题，结合生态环境规划的特点和发展要求，对生态环境规划的完善和发展提出了建议。

Abstract： Chinas development is still inadequate and unbalanced. In the future， industrialization， urbanization and modernization will be further realized. The consumption of resources and energy will inevitably increase， and the overall quality of the ecological environment will inevitably cause more pressure. Ecological environmental protection poses even greater challenges. General Secretary Xi proposed that the green water and green hills are the ecological civilization concept of Jinshan Yinshan， and put the ecological environmental protection work in an important strategic position. Ecological environment planning is an important means and means to achieve coordinated development of the social and economic environment. Therefore， under this new situation， new requirements have been put forward for ecological environment planning. It is necessary to pay more attention to ecological environment planning and scientifically and rationally improve Chinas ecological environmental protection planning system. This paper evaluates and studies Chinas eco-environmental planning policies based on the general model of eco-environmental planning policy analysis， analyzes the problems existing in Chinas eco-environmental protection planning policies， and combines the characteristics and development requirements of eco-environmental planning with the ecological environment. Suggestions for the improvement and development of the plan.

生態环境规划是人类为使生态环境与经济社会协调发展，而对自身活动、环境所做的时间和空间上的合理安排。其目的在于：人与自然的和谐发展，有计划地保育和改善生态系统的结构和功能;促进区域与城市生态系统的良性循环，保持人与自然、人与环境关系的持续共生，协调发展，追求社会的文明、经济的高效和生态环境的和谐;保障环境保护活动纳入国民经济和社会发展的计划。环境规划肩负着从整体上、战略上统筹研究及解决环境问题的重担，对于可持续发展战略的顺利实施起着举足轻重的作用。……
