摘要：院前急救作为医疗服务的一个组成部分，如何在“智慧城市”和“智慧医疗”建设大局下，以改革创新精神扎实推进“智慧急救”建设，让市民在发生急危重症以及各种灾害事故时，实现120急救信息服务零距离。本文分析了智慧急救建设的基础和资源现状，提出了我市智慧急救建设方案，为我市加快推进智慧急救建设提供了建设思路和经验。

Abstract：As an integral part of medical services， pre-hospital first-aid， under the overall situation of "smart city" and "smart medical care"， we will promote the construction of "smart first aid" in a spirit of reform and innovation， so that the public may be in serious danger and various disasters. At the time， 120 emergency information service zero distance is achieved. This paper analyzes the basics and resources of smart emergency construction， and puts forward the city's smart first aid construction plan， which provides construction ideas and experience for the city to accelerate the construction of intelligent emergency.

院前急救作为医疗服务和应急救援的一个组成部分，如何在“智慧城市”建设大局下，以改革创新精神扎实推进“智慧急救”建设[1]，让市民在发生急危重症以及各种灾害事故时，实现120急救信息服务零距离，让急救反应速度更快，院前、院内急救无缝衔接，提升我市院前急救服务能力和水平，是我市当前智慧急救的重点问题，现阐述如下。

1智慧急救的建设基础及资源现状

1.1宜昌基础数据库建设成效显著  依托宜昌惠民服务平台、政务效能平台、城市运营平台和社会治理平台四大智慧平台[2]，可有效帮助院前急救出诊人员快速定位呼救现场及获取伤病者信息，提供智慧化的院前医疗急救服务，从而提高市民群众对院前医疗急救服务的“获得感”。

1.2电子政务专网实现了全覆盖  通过电子政务专网对政府应急救援平台、急救中心指挥调度平台及各急救网络医院信息终端进行联接，可以共享政府信息资源，打破院前急救指挥平台信息孤岛不利局面。……
