【摘 要】通过开展完善气象地方标准体系有关研究，着力强化气象地方标准的科技支撑，建立促进气象科技创新成果与标准的相互转化、相互推动的机制，促进气象科技成果转化为业务服务能力和现实生产力，提高全行业的标准意识，进一步履行气象公共服务和社会管理职能，引领气象行业科学发展，以建设气象现代化体系为目的，立足部门、面向行业，构建涵盖气象防灾减灾、公共气象服务、气象社会管理的江西省气象地方标准体系。

【Abstract】 Through the research of improving the meteorological local standard system， we should strengthen the scientific and technological support of the meteorological local standards， and establish the mechanism to promote the mutual transformation and mutual promotion of the achievements and standards of the meteorological science and technology innovation， promote the transformation of meteorological scientific and technological achievements into operational service capacity and practical productivity， raise the awareness of standards throughout the industry. Further fulfilling the meteorological public service and social management functions， leading the scientific development of the meteorological industry， aiming at building the meteorological modernization system， based on the department and industry， the Jiangxi meteorological and land standard system covering meteorological disaster prevention and disaster reduction， public meteorological service and meteorological social management is constructed.

1 引言

本文旨在通过开展有关研究，着力强化气象地方标准的科技支撑，建立促进气象科技创新成果与标准的相互转化、相互推動的机制，提升气象地方标准制订质量，通过制订、实施标准来实现气象社会管理的差距明显缩小，完善江西气象地方标准体系，能有效充实完善全国气象标准化体系，解决江西气象标准化的发展顶层设计问题，使江西气象标准化工作成为国家气象标准化发展战略和江西标准化发展战略的重要组成部分，使气象工作更好更快地适应国家和地方经济社会发展的需求。

2 准确把握江西省气象地方标准体系的现状

近年来，江西省气象部门将标准化工作贯穿气象工作全过程，推进标准化技术创新与管理创新，标准体系逐步完善，组织管理更加规范，标准制修订力度进一步加强，标准化效益充分显现。……
