【摘 要】近年来，随着我国高等教育事业迅速发展，高校的专项工程建设投资也与日俱增。近年我国工程招标制度逐渐完善，然而近些年随着房地产的过快发展和当下经济环境下行的压力，施工企业之间的竞争也日益激烈，在实际工作过程中，建筑工程招标市场仍然存在问题，如招标文件编制不规范、评标专业化水平不足、围标情况严重等问题依然突出。论文就目前高校工程招标过程的现存问题进行了探讨，并提出了相应的解决对策。

【Abstract】In recent years， with the rapid development of higher education in China， the investment of special construction projects in colleges and universities is also increasing day by day. In recent years， the bidding system of engineering in our country has been gradually improved. However， with the rapid development of real estate and the downward pressure of the present economic environment in recent years， the competition among construction enterprises is becoming increasingly fierce. In the actual work process， there are still some problems in the bidding market of construction engineering， such as the nonstandard compilation of bidding documents， the insufficient level of specialization of bid evaluation， and the serious situation of the surrounding bid， and so on. This paper discusses the existing problems in the process of engineering bidding in colleges and universities at present， and puts forward corresponding solutions.

1 引言

改革开放后近四十年，尤其从21世纪初为起点，我国工程建设模式已经从计划经济转变为市场经济，模式的转变极大地促进了我国城市化建设的进程，随着国家出台一系列的法规政策，我国建筑工程的法规体系已经基本确立[1]。高校工程建设主要包括基础设施改造项目和基本建设工程项目，建设的目的是改善教学环境，提高教学和科研的舒适度，保障教学与科研的顺利进行。尽管我国当前招标法规已经完善，在高校中已经实施，但是在高校的实际工作中，招标过程依然存在不少问题。

2 高校工程招标中存在的问题

2.1 招标文件编制不规范

《招标投标法》中规定，招标人具有编制招标文件和组织评标能力的，可以自行办理招标事宜[2]。任何单位和个人不得强制其委托招标代理机构办理招标事宜，高校由于有相应的专业技术力量来组织招投标，一般情况下，高校会自行组织招投标，因此，招标文件的编制自主性很强，招标人对招标文件缺乏充分的掌握能力。……
