【摘 要】政府行政管理职能的重新定位是政府行政管理体制创新，优化行政管理的核心。当前中国特色社会主义的伟大事业已经进入了新阶段，政府行政管理体制创新方面也遇到了很多新问题，但依靠行政体制创新能够出台更加有效的产权安排以及经济发展激励政策，这有助于降低市场经济主体之间的交易成本，提升地方政府的治理效率。要实现这一目标，首先需要确定创新的总体路径。本文中笔者对这方面的问题进行了分析。

【Abstract】The reorientation of government administration function is the core of the innovation of government administration system and the optimization of the government administration. At present， the great cause of socialism with Chinese characteristics has entered a new stage， and many new problems have been encountered in the innovation of the government administration system. However， depending on the innovation of administrative system， more effective property rights arrangement and incentive policy of economic development can be introduced， which is helpful to reduce the transaction costs among market economic players， and improve the governance efficiency of local governments. To achieve this goal， we firstly need to determine the overall path of innovation. In this paper， the author analyzes the problems in this aspect.

1 引言

早在党的十七届二中全会就提出了深化行政管理體制改革的总体目标，目标指出：2020年我们要建立比较完善的中国特色社会主义政府行政管理体制。这一目标的提出为政府行政管理体制的改革创新提出了新的要求，我们需要解决好现行的行政管理体制中存在的问题，以增强政府建设的活力和动力。要根据当前工作形势的需要来选择创新路径，不断优化创新路径的选择。

2政府传统行政管理体制所面临的困境

2.1 权利划分不合理，分权不明

行政权力划分不合理，分权不明的问题主要体现在以下方面：首先就中央以及地方政府的关系分析，行政权力大都集中于中央政府及其下辖的各部委，具体工作的落实中地方政府大都处在被领导的执行地位上。当前我们已经对重要政府下辖的各部委进行了改革，但改革是否有利于优化政府行政管理还需要时间检验。……
