【摘 要】国家农业公园是乡村旅游发展中产业融合形成的旅游新业态。论文选取具有代表性的山东兰陵国家农业公园，在分析其发展现状的基础上，研究了兰陵国家农业公园的以政府政策方针的引领机制、旅游资源开发的核心机制、旅游市场需求的主导机制、园区建设发展的保障机制为子系统的综合驱动机制系统，提出了创新管理体制、明确主题定位、凸显兰陵特色、健全服务体系等发展路径，以期推动园区可持续发展。

【Abstract】 The national agricultural park is a new form of tourism formed in the industrial integration of rural tourism development. The paper selects the representative Lanling National Agricultural Park in Shandong to analyze its development status， on this basis，the paper studies the comprehensive driving mechanism system of Lanling National Agricultural Park based on the guiding mechanism of government policy， the core mechanism of tourism resource development， the leading mechanism of tourism market demand， and the guarantee mechanism of park construction and development. It also puts forward to innovative the management system， clear the theme positioning， highlighting the characteristics of Lan Ling， and improve the service system， so as to promote the sustainable development of the park.

1 引言

国家农业公园是将农业生产场所、特色民风民俗、乡村优质景观以及休闲旅游场所集于一体的现代国家农业公园经营方式[1]。国家农业公园是一种新型的乡村旅游业态，其以原著居民的生活区域为核心，遵循低碳环保可持续的发展理念，涵盖现代化的农业生产、景观化的农耕文化、园林化的乡村景观，具有规模化、公园化、功能化、主体化、景观化等特点。我国农业部2008年拟定了国家农业公园的相关标准，随后制定出台了《中国农业公园创建指标体系》，该体系包涵乡村风景、农耕文化、民俗风情、产业结构、居民生活幸福指数等11个评价指数，该体系的出台推动了国家农业公园的发展。

2 兰陵国家农业公园发展现状

山东兰陵国家农业公园是山东省首个国家农业公园试点项目，AAAA级旅游景区，地处被评为“山东美丽乡村”的兰陵县代村，2013年4月12号正式开园，项目规划总面积是62万亩，包括核心区2万亩、示范区10万亩以及辐射区50万亩，项目计划总投资30亿元。……
