【摘 要】“一带一路”是我国政府依据当前的国际形势变化特点以及地区形势变化的特点所提出的经济战略思想，致力于加强世界各国的紧密合作。“一带一路”倡议有着深刻的国际背景，当前国际合作产能已成为了此项战略思想的重要抓手。在这一背景下论文对“一带一路”倡议下国际产能合作风险与对策进行探究。首先简要概述了“一带一路”倡议，而后总结了当前“一带一路”倡议下国际产能合作风险，最后对存在的风险提出了相应的对策。

【Abstract】"The belt and road" is the economic strategic thought of China's government based on the characteristics of the changes in the current international situation and the changes in the regional situation， which is committed to strengthening the close cooperation among countries around the world. " The belt and road" initiative has a profound international background， and the current capacity of international cooperation has become an important grasp of this strategic idea. Under this background， the paper explores the risks and countermeasures of international capacity cooperation under "the belt and road" initiative. Firstly， it briefly summarizes "the belt and road" initiative， then summarizes the risk of international production cooperation under the current "the belt and road" initiative， and finally puts forward the corresponding countermeasures to the existing risks.

1 引言

“一带一路”倡议的价值链条与国际产能合作的基础是促进相互关联和相互沟通，并且“一带一路”倡议主要着眼于构建全球的价值链条以及构建跨国的产能合作。因此，“一带一路”倡议既是跨越欧亚地区的强调全球各国互赢倡议，更是推动经济全球化新一轮进展的倡议。

2 “一带一路”相关概述

“一带一路”是“丝绸之路经济带”和“21世纪海上丝绸之路”的简称。能够充分依靠中国与有关国家既有的双多边机制，借助既有的、行之有效的区域合作平台，一带一路旨在借用古代丝绸之路的历史符号，高举和平发展的旗帜，积极发展与沿线国家的经济合作伙伴关系，共同打造政治互信、经济融合、文化包容的利益共同体、命运共同体和责任共同体。
