摘 要：我国在推广信息系统安全等级保护和风险评估后，逐步将其作为建设国家信息安全保障体系的一项基本制度。天津血液中心信息安全保障体系的建设，也必须遵守我国信息安全发展政策。血液信息安全保障体系建设目前尚处于探索阶段，文章将分析目前血液信息安全保障体系的现状，以及构建基于信息安全风险评估信息安全保障体系的必要性。

Abstract： After China has promoted the information security system based on graded protection and risk assessment， gradually adopted it as a basic rule for building a national information security system. The establishment of the Tianjin Blood Center Information Security System must also comply with Chinas information security policy. The construction of the blood information security system is still at the exploratory stage， this paper will analyze the current status of the blood information security system and the necessity of building an information security system based on information security risk assessment.

1 引言

天津市血液中心始建于1969年，是不以盈利為目的集采血、供血、血液成分制备、医学检验、科研、培训和学术交流等为一体的天津市的省级采供血机构。中心承担着向全市100余家医疗机构提供临床用血和保障血液安全的重任，每年向全市医疗机构提供各类血液及血液成分制品40余吨、血小板4.5万单位。同时，还肩负着全市各级采供血机构的质量控制、业务培训、技术指导和医疗机构医疗用血的业务指导，开展疑难血型鉴定及配血、新生儿溶血病的检查、输血反应鉴定、强直性脊椎炎的诊断、组织配型、亲子鉴定等输血相关服务项目，是天津医科大学检验学院临床教学基地和天津医科大学研究生培养基地。

天津市血液中心主要的业务系统包括采供血业务信息系统、血液管理信息系统以及用血审批管理系统，这些业务系统所承载的信息资源是医疗卫生行业基础数据资源最重要的组成部分，在日常生活中发挥着越来越重要的作用。……
