摘 要：技术转移是实现科技知识产品化、商业化和产业化的关键途径，是推动技术创新和技术进步的重要手段，对于建设创新型国家、构建国家创新体系发挥关键作用。本文以法国科研院所的技术转移为研究对象，从科研院所的机构框架、科研院所的技术转移运行机制、技术转移网络服务平台对技术转移的支撑作用、技术转移激励机制等方面，深入了解法国科研院所的技术转移转化的具体做法，在总结法国技术转移优势的基础上提出借鉴意义。

Study on the Operation Mechanism of French Technology Transfer

Abstract：Transfer technology is the key way to realize productization， commercialization and industrialization of scientific and technological knowledge. It is an important means to promote technolgical innovation and technnolgical progress， and plays a key role in building an innovative country and a national innovation system. With the technology transfer of French scientific research institutes as the research object， from the perspectives of institutional framework and operation mechanism of technology transfer of scientific research institutes， supporting role of technology transfer network service platform and incentive mechanism of technology transfer， the specific methods of technology transfer and transformation in French scientific research institutes were understood in depth， and reference and significance were provided on the basis of summarizing the French technology transfer advantages.

科技資源和创新要素的全球流动为北京建设科技创新中心带来重大机遇。科技产业链的细化分解，推动世界进入科技资源和创新要素全球流动的新时代。回顾上一轮的全球化进程，经济以贸易自由和比较优势为主要特征。一些发展中国家依靠资源禀赋和劳动力成本的优势逐步实现了经济的飞跃，缩小了与发达国家的差距。当前，随着全球化深入发展和产业价值链的细化分解，全球经济正在从以要素驱动的发展模式逐渐转向创新驱动的新型发展模式。创新要素的全球流动成为全球开放创新时代的新特征。

进入21世纪以来，我国科技开始得到史无前例的经费支持，并将争取到2020年研发经费支出占国民生产总值的2.5%，接近国际先进水平[1]。近年来，国内大批科研院所、高校、企业在国家政府政策及经费支持下飞速发展，在开展各项科学研究的同时，也对科技成果转化提出了更高的要求。……
