【摘 要】随着时代的发展，社会的变革，我国的高等教育也逐步进行改革，党校作为我国教育机构重要的组成部分，是培养我国人才的重要基地。随着国家对教育机构越来越重视，对党校的大力支持，在这样的背景下，党校的图书馆建设也得到了非常快速的发展，图书馆在党校存的意义是服务教学，是培养人才的重要部分，为服务科研以及教育而生，所以，较强的综合素质与职业操守是图书馆管理员必须具备的条件。

【Abstract】With the development of the times， the change of the society， the higher education of our country has been reformed step by step. As an important part of the educational institutions of our country， the Party school is an important base for the cultivation of talents in our country. With the country paying more and more attention to the educational institutions and the strong support to the Party school， the construction of the library of the Party school has also been developed very quickly under this background. The significance of the existence of the library in the Party school is to serve the teaching， and it is an important part of cultivating talents， it is built for serving scientific research and education. Therefore， strong comprehensive quality and professional ethics are the conditions that librarians must possess.

1 引言

随着我国社会经济以及科学技术的不断发展，在当下新时期的我国，对党校图书馆提出了更高的要求，只有跟上我国的发展步伐才能为党校党员提供一个良好的学习环境，因此，提高图书馆管理员的自身素质与综合水平是非常重要的，图书管理员自身的素质问题是图书馆在管理中对管理员首要提高的一项，传统的教育管理模式在新形势的影响下不能使图书馆发展得到满意的效果。就目前部分党校图书馆而言，管理员在教育、思想以及自身素质上是否达标这个问题，是党校图书馆管理和发展中必须要完善的部分，因为，党校图书馆运作的核心与图书馆管理员息息相关，党校图书管理员在管理与服务上是非常重要的，所以，在图书馆管理员的管理上要科学合理地进行管制。在经济快增长的新中国，图书馆管理员在管理模式上、思想教育以及自身素质上要适当地改进。……
