摘 要： 针对当前医院信息系统运维过程中所面临的问题，研究设计一套基于ITIL的医院运维管理体系。运用最新ITIL管理方法，从确定运维服务战略、运维服务设计、运维服务转换、运维服务运营及日常运维持续服务改进五个方面展开论述。运维效果数据表明，使用ITIL运维管理体系可提高工程师并行处理问题的效率，实现运维服务的可量化。将信息系统的运维管理由之前无序、分散、被动式的技术管理转变为全院范圍内有序、可溯源、标准化的流程管理，对医院信息化建设的有序推进和系统平稳运行具有促进作用。

Abstract： In allusion to the problems occurring during the operation and maintenance of the current hospital information system， a hospital operation and maintenance management system based on ITIL is studied and designed， which is expounded from five aspects of strategy determination， design， conversion and running of operation and maintenance service， as well as improvement of daily continuous operation and maintenance service by using the latest ITIL management method. The operation and maintenance effect data shows that the operation and maintenance management system based on ITIL can improve engineers′ parallel processing efficiency of problems， and realize quantification of operation and maintenance service. The operation and maintenance management of the information system is transformed from the previous disordered， dispersed and passive technology management to the orderly， traceable and standardized process management in the whole hospital， which can promote the orderly advancement of hospital information construction and the smooth operation of the system.

0 引 言

四川省人民医院是西南地区一所专业学科齐全、技术力量雄厚的综合性三级甲等医院，现开放病床4 300张。医院医学信息中心（以下简称中心）现有职工23人，负责整个医院信息化系统建设和系统运维工作，主要包括：项目管理、信息系统软件运维、终端设备运维、服务器及存储管理、网络基础设施及网络安全运维、机房管理。随着医院信息化建设进程的不断深入，与之相应的网络终端、服务器等硬件维护数量逐日扩大，医疗业务对IT依赖性越来越高，信息安全问题日益突出、医院专科精细化管理和科研需求越来越多且复杂。然而医院信息系统运维工作却仍沿袭无序、分散、被动式的技术管理，存在重建设轻运维、岗位职责不明确、运维制度不完善、缺乏对基础IT设施集中地监控与预警、运维流程不规范、手工记录运维问题、运维质量难评价和缺乏可量化的科室绩效考核管理等问题。……
