摘 要：随着十八届三中全会的召开，我国进入了全面深化改革时期。而养老社区在这样的政治条件下也将迎来快速发展的机遇。本文通过对我国养老社区现状的研究，梳理了养老社区运行机制，提出在城市管治的思路下，明确政府与市场的分工，形成资金与管理体系和市场服务体系两个体系，它们相互配合形成合力，共同支撑养老社区良性运行。

Abstract： With the convening of the eighteen plenary meeting， China has entered a period of comprehensive reform. And the pension community will also usher in rapid development opportunities in such political condition. In this paper， we have sorted out the mechanism of pension community operation through the study of present situation of pension community in our country. From a viewpoint of the urban governance， We proposed that it is important to divide the duty of government and market clearly， and form a capital and management system and market service system. These two systems will cooperate with each other to form a cohesive force to support a common benign operation of pension community.

1.全面深化改革时期的养老问题

1.1全面深化改革的背景

35年前，十一届三中全会开启的改革开放为中国带来了巨大的发展动力。而在多年经济快速发展的同时，一些社会矛盾也在激化。特别是2008年以来，中国依赖于出口与外国市场消费的经济发展模式，在金融海啸的冲击下逐渐解体。而原本通过投资拉动的快速经济增长逐渐带来了环境、社会等诸多问题，老的发展模式已不可持续。十八届三中全会的召开，提出了全面深化改革的目标，通过了全面深化改革若干重大问题的决定。决定要求：围绕市场在资源配置中起决定性作用深化经济体制改革，围绕依法治国深化政治体制改革，围绕保障和改善民生、促进社会公平正义深化社会体制改革。到2020年，我国在重要领域和关键环节改革上取得决定性成果，使各方面制度更加成熟和定型。新一轮改革的力度、深度和广度可谓是空前的。
