【摘 要】党建工作是推进医院健康、科学发展的政治保障和强大动力，对于提升医院的凝聚力和战斗力，展示医院良好形象、推动医院全面发展具有极其重要的作用。随着经济发展进程的不断加快，医药卫生体制改革进程的不断深化，如何做好医院党建工作，已成为医院党务工作者必须面对和解决的重要课题。论文结合天津市北辰医院党建工作的特点，从实际出发，积极探索医院党建工作的新思路、新方法。

【Abstract】Party building is a political guarantee and powerful motive force to promote the healthy and scientific development of hospitals. And it plays an extremely important role in promoting the cohesion and combat effectiveness of the hospital， displaying the good image of the hospital and promoting the overall development of the hospital. With the continuous acceleration of the process of economic development and the deepening of the reform process of the medical and health system， how to do well the party building work of hospital has become an important subject that the party workers in the hospital must face and solve. Combined with the characteristics of the party building in Tianjin Beichen Hospital， and starting from the reality， this paper explores the new ideas and methods of the party building in the hospital.

1 引言

党建工作是一切工作的生命线，也是医院管理工作的重要组成部分。[1]面临全面从严管党治党、医疗改革不断深化的新形势，医院党组织作为党的基层组织，坚持在医疗服务大局中找准定位，切实发挥战斗堡垒作用，才能进一步增强凝聚力和战斗力，推进医院又好又快发展。

天津市北辰医院党委在以创建三级甲等医院为总体目标，紧紧围绕医院中心工作，切实加强党的组织建设、思想建设、作风建设、制度建设和党风廉政建设，充分发挥组织优势，团结、带领、凝聚全院干部职工，切实弘扬“进取、担当、关爱、共享”的医院精神，全力投身医院建设，有力地保证和推动了医院的创新和发展。

2 强根基，组织建设规范化

党支部作为党的最基层组织，能够直接倾听群众的呼声，掌握群众的思想脉搏，是党联系群众的纽带和桥梁。[2]

目前，天津市北辰医院党委共有党员261名，其中：在職党员180名，退休党员81名。……
