摘 要：多年来国家不断加大对公共文化的投入，从2000年到2016年，文化事业费投入总量增长了12.2倍，人均文化事业费增长了10.9倍，公共文化服务水平不断提高。但不可否认的是，目前我国公共文化投入仍旧存在许多问题，具体表现为：投入总量不足、投入结构失衡、投入主体单一、投入管理不足、投入评价缺失。针对上述问题，要构建科学合理的公共文化财政投入机制的可行性措施有：完善资金投入保障机制、构建资金投入均衡结构、健全资金多元投入机制、优化资金运行管理制度、规范资金使用评价制度。

Research on the Current Situation， Problems and Countermeasures of Public Cultural Financial Investment

Abstract Over the years， the government has increased its investment in public culture. From 2000 to 2016， the total amount of cultural undertakings expenses increased by 12.2 times and per capita cultural undertakings expenditure increased by 10.9 times. The level of public cultural services continued to improve. However， it is undeniable that there are still many problems in China's public cultural input at present. The specific problems are： input is still insufficient， investment structure is unbalanced， investment source is single， investment management is insufficient， and there is no input evaluation. Aiming at these problems， there are some feasible measures to build a scientific and reasonable public cultural fiscal input mechanism which includes perfecting funds safeguard mechanism， building a balanced structure of capital investment， improving the multiple input mechanism of funds， optimizing capital operation management system and standardizing the fund evaluation system.

2013年，党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》提出要“构建现代公共文化服务体系”，促进基本公共文化服务标准化、均等化；2016年通过的《公共文化服务保障法》明确指出，县级以上人民政府应当将公共文化服务纳入本级国民经济和社会发展规划，依据公益性、基本性、均等性、便利性的要求，完善公共文化服务体系。2016年习总书记在庆祝中国共产党成立95周年大会上明确提出要坚持“四个自信”即“中国特色社会主义道路自信、理论自信、制度自信、文化自信”，将我国社会主义文化建设提升到一个新的高度。要实现文化自信，构建现代公共文化服务体系是基本内容。就目前我国经济发展状况和公共文化服务水平而言，离在全国实现均等化、标准化的基本公共文化服务还有一定距离，其中公共文化财政投入状况是关键制约因素，因此对此问题进行深入研究具有重要价值。……
