摘要 全域旅游是指将一个区域整体当作旅游景区，是旅游发展理念、发展模式上的根本性变革。黄山市旅游资源丰富，旅游业发展良好，乡村旅游已经形成特色，但仍存在总体规划控制不够、社区参与度不高、旅游特色不够鲜明、旅游产业规模不大等问题，需要从全域旅游的视角，对黄山市乡村旅游进行整合，从管理体制、旅游业态、旅游服务、文化特色、产业支撑、主题定位等方面进行创新，以推动乡村旅游发展，实现乡村振兴。

Abstract All-for-one tourism regards the whole region as a tourist attraction，which is a fundamental change in tourism development concept and development mode.Huangshan City is rich in tourism resources and its tourism is well developed，and rural tourism has formed its own characteristics.However，there still were many problems such as insufficient overall planning control，low community involvement，lack of distinctive tourism features，and small scale of tourism industry.It is necessary to integrate rural tourism of Huangshan City from the perspective of all-for-one tourism.Innovations in areas such as management system，tourism pattern，tourism services，cultural characteristics，industrial support and thematic positioning can promote development of rural tourism and realize rural revitalization.

习近平总书记在党的十九大报告中明确指出：要实施乡村振兴战略，坚持农业农村优先发展，按照产业兴旺、生态宜居、乡风文明、治理有效、生活富裕的总要求，建立健全城乡融合发展体制机制和政策体系，加快推进农业农村现代化[1]。全域旅游是将特定区域作为完整旅游目的地进行整体规划布局、综合统筹管理、一体化营销推广，促进旅游业全区域、全要素、全产业链发展，实现旅游业全域共建、全域共融、全域共享的发展模式[2]。这种旅游模式将成为达成乡村振兴目标的有效途径和重要手段，可以促进农业和农村建设的发展，有利于盘活闲置的农村资源，既能推动农业供给侧结构性改革，有效拉动内需，又能促进城乡一体化和“美丽乡村”建设发展。

黄山市拥有发展乡村旅游的优质资源和得天独厚的条件，其纯朴雅致的院落人家、清新秀丽的田园山水、风景秀丽的黄山风光和源远流长的徽州文化都举世闻名。……
