【摘 要】西安作为十三朝古都，历史文化底蕴十分深厚，怎样将本地区的历史文化优势，同经济发展有机结合，是目前西安发展亟需解决的问题。论文将从帝陵文化建设、城市名片打造、民俗文化产业化、对外开放新格局四个方面为代表，旨在阐释利用历史文化优势发展地方经济。

【Abstract】As an ancient capital of the 13 Dynasties， Xi'an has a profound historical and cultural background. How to combine the historical and cultural advantages of this region with the economic development is an urgent issue to be solved in Xi'an. This article will represent the four aspects of the construction of mausoleum culture， the construction of business cards of cities， the industrialization of folk culture and the new pattern of opening to the outside world. The purpose is to develop the local economy with the advantage of historical and cultural advantages.

1 引言

2014年，第七个国家级新区西咸新区拔地而起，西咸新区是经国家首个以创新城市发展方式为主题的国家级新区。它不仅肩负着西部大开发战略的咽喉要务，还是丝绸之路经济带的重要支点。而一带一路重大发展战略的提出，更为本地区的经济发展提供了新的机遇和挑战。在经济增速放缓，文化建设亟待提高的三秦大地，西咸新区该如何抓住机遇，迎接挑战，西咸新区又该何去何从。

2 帝陵“变形记”

根据国务院批准的《关中—天水经济区发展规划》等一系列国家文件，《西咸新区总体规划》中关于西咸新区秦汉新城的战略目标是建立历史文化传承保护示范区。秦汉新城大部分立足于咸阳五陵原帝陵地区，陵墓文化资源是咸阳独一无二的瑰宝，有中国的“金字塔之都”、“东方帝王谷”之称。[1]秦汉新城建立历史文化传承保护示范区可依托帝陵、秦汉文化打造帝陵带遗产旅游。

然而，随着西咸新区的快速发展，问题和挑战接踵而至。首先就是帝陵的破坏严重，现状很不乐观。……
