【摘 要】随着国家经济发展的迅速，国家对于事业单位的基础设施建设越加重视，事业单位的建筑工程项目逐渐增多。作为建筑工程施工的重要组成部分，预决算工作不仅关系着国家在事业单位建筑工程中预拨款的金额数目，而且对于事业单位建筑工程的整体建设也具有重要作用。基于此，论文对预决算工作进行简单概述，进而对建筑工程施工预决算工作的控制及管理问题提出对应的解决策略。

【Abstract】With the rapid development of national economy， the state pays more and more attention to the infrastructure construction of public institutions， and the construction projects of public institutions are increasing gradually. As an important part of the building engineering construction， the work of budget and final accounts is not only related to the amount of pre-appropriation in the construction projects of public institutions， but also plays an important role in the overall construction of construction projects of public institutions. Based on this， paper briefly summarizes the budget and final account work， then puts forward the solutions for the control and management of budget and final account work in building engineering.

1 引言

在建筑工程中，经济问题与质量问题是其施工过程中重要的两个方面，质量问题依靠充足的资金进行保障，而预決算工作则是对建筑工程施工总造价进行预先验算，以保障施工中的质量有足够的资金支持。预决算工作是建筑施工中不可缺少的重要环节，其将有效地控制并调节建筑工程施工过程中的工程造价。

2 预决算工作的概述

预决算工作是对建筑工程进行材料、人力、机械等在施工时需要消耗资金的项目进行统筹，进而核算出建筑工程所需的整体金额。预决算工作分为建筑工程预算与建筑工程决算两个方面，其内容为设计概算、投资估算、建筑预算、竣工决算四个过程。这四个过程参与建筑工程施工过程的始终，使得预决算工作在工程施工中起到重要作用，发挥好预决算工作的职能将有效避免建筑工程的人工、材料以及其他消耗方面的虚假上报，极大程度地降低竣工决算超出投资估算的资金数额，并加强建筑工程施工过程中的资金管理程度[1]。……
