【摘 要】随着经济社会的快速发展，小汽车拥有量不断增加，城市的停车供需矛盾日益凸显，随着城市土地资源的日益紧张，停车设施的建设也从平面向立体发展。但是，立体停车设施作为一个新兴产业，在规划审批、管理层面，还没有具体和完善的管理细则，论文力图通过明确立体停车设施的概念界定，梳理沈阳现行规划管理政策，总结国内城市规划管理政策，对立体停车设施规划管理提出政策指引。

【Abstract】 With the rapid development of economy and society， the number of car ownership increases and the contradiction between supply and demand of parking in the city has become increasingly prominent. With the increasing tension of urban land resources， the construction of parking facilities has also developed from the plane to the three-dimensional. However， as a new industry， there is no specific and comprehensive management rules for planning and approving and managing the parking facilities. This paper attempts to clarify the current planning and management policies in Shenyang by summarizing the concept of parking facilities and the domestic urban planning and management policies ， puts forward policy guidelines on the planning and management of parking facilities.

1 规划背景

近年來，国家先后出台了《关于加强城市停车设施建设的指导意见》、《关于进一步完善城市停车场规划建设及用地政策的通知》等政策指导文件均明确提出积极建设采用节地模式的立体停车设施。但是由于长期以来传统的停车习惯影响和安全问题等多方面的因素影响，立体停车设施没有得到有效推广。为此，本文力图通过梳理沈阳现行规划管理政策，总结国内城市规划管理政策，对沈阳立体停车设施规划管理提出政策指引。

2 名词定义

目前，从鼓励多种渠道、多种方式投资设置立体停车设施，鼓励停车场产权人对既有平面停车设施进行立体化改造，增加停车设施供给的角度出发，定义立体停车设施为室外机械式立体停车设备和立体停车楼（库）。

室外机械式立体停车设备为设立在室外空地上采用机械式立体停车设备无上盖及围蔽墙体的停车框架。……
