FAMOUS JURIST PASSES AWAY

Luo Haocai, well-known jurist and former Vice Chairman of the National Committee of the Chinese Peoples Political Consultative Conference, passed away in Beijing on February 12. He was 83.

Also a well-known educator and social activist, Luo was born in Singapore. Luo came back to China, his motherland, in 1952 and enrolled at Peking University in 1956, majoring in law. After graduation, Luo was a teacher at Peking University, subsequently becoming a professor and then vice president of the prestigious university. He formulated the balance theory of administrative law, a major progress in Chinas legal science.

Luos focus was improving Chinas legal system and human rights. In 1995, he was appointed grand justice and vice president of the Supreme Peoples Court. In 1997, he was elected president of the China Zhi Gong Party, one of the eight non-communist parties of China. He was also president of the China Society for Human Rights Studies from 2007 to 2016.

Scrutiny for Online Games

Recently, a growing number of children have been spending a sizeable part of their Spring Festival vacation playing online games. Some of them are even buying game paraphernalia with their lucky money.

Most online games have a poor antiaddiction design, which is likely resulting in serious game addiction among youngsters. Also, the high volume of vulgar, salacious and violent content is impacting both adolescents physical and psychological health. Some games also distort history and culture without any care, misleading the young. In some extreme cases, the urge to buy game paraphernalia is even leading young people to crime.

Chinas online game revenue hit 203.6 billion yuan ($32.27 billion) in 2017, up 23 percent over the previous year. China is now home to 160 million Internet users under the age of 19, many of whom are gamers. Due to this, to correct the online game market is not only an economic issue but also a social one.

China can learn from other countries in preventing game addiction. In South Korea, adolescents must have their parents consent before registering for online games. The United States applies a rating system to online games. Governments, businesses and society should all do their bit to ensure a mature and standardized online game market. Its urgent to make a comprehensive assessment of the risks and negative impacts that online games can have on the young and indeed on the entire society. Chinas online game market is not a lawless domain. Rules, regulations and norms have to be implemented to rectify the sector.endprint

Cross-Border E-Commerce Booms

As a new form of foreign trade, Chinas cross-border e-commerce has experienced explosive growth in recent years. Thanks to the booming new business model, Chinese consumers can buy a variety of products such as milk powder and toothpaste from abroad.

As Chinas foreign trade shifts from an export-oriented one to one focusing on both exports and imports, crossborder e-commerce is boosting imports and promoting economic growth.

Favorable tax policies contributed to the thriving of the sector from 2014 to 2016. On the other hand, these policies also resulted in a loss of national tax revenue and were unfair to other foreign trade participants. Also, some vendors using cross-border e-commerce platforms divided up big orders into smaller ones to evade tax payment, adding to the difficulty of supervision.

To create a fair market environment and promote the healthy development of the sector, stricter policies for cross-border e-commerce were unveiled in April 2016, including raising taxes. But the new policies dealt a blow to the industry. In order to cushion their impact on cross-border e-commerce platforms, the government postponed the implementation of the policies several times.

However, in the long run, strengthening regulation and supervision of the crossborder e-commerce sector is inevitable. But it will take time for the sector to get accustomed to the new regulations. One thing is certain: Chinas cross-border e-commerce will continue to grow because it is part of the future global trade trend.

Curbing School Bullying

Though school bullying has been causing serious harm to the students involved, their families and their communities, a unifi ed and standard strategy to cope with it is yet to be put in place in most parts of China. In many places, the measures are nothing more than sloganeering and short-lived campaigns.

At the end of 2017, the Ministry of Education for the fi rst time came up with a comprehensive defi nition of “school bullying” and announced measures to deal with, prevent and punish such incidents.

But some primary and middle schools are not actively trying to combat bullying. Neither do they stress the importance of legal education for students nor try to solve the problem responsibly in the aftermath. The biggest reason for this indifference is their preoccupation with students academic performance and admission to senior schools. Anything outside this core mission tends to be marginalized. Legal education, which is important for inculcating a sense of discipline and making students law-abiding, is seldom paid attention to on campus. Some schools even cover up cases of bullying, and so incidents that should be brought under legal procedure are casually dealt with within the school. This undoubtedly fuels bullying.endprint

The key to improving the situation is to correct schools negligence. Teachers and schools should pay equal attention to both students examination scores and personality and sense of social responsibility. Furthermore, schools should be monitored by a third-party committee comprised of teachers, parents, education experts and offi cials.

EX-TOP CABINET OFFICIAL SACKED FOR GRAFT

Yang Jing, former State Councilor and Secretary General of the State Council, Chinas cabinet, has been removed for severe disciplinary violations, Xinhua News Agency reported on February 24.

The press release said that Yang was found to have violated political discipline and rules and to have had a long-term improper association with illegal business owners. An investigation found he took advantage of his post to ensure huge profi ts for others and accepted bribes through his relatives. Yang was placed on probation within the Communist Party of China for one year, removed from his post and demoted to a ministerial level.

Yang, born in the Inner Mongolia Autonomous Region in 1953, had a long political career, rising from a worker to chairman of the region. In 2013, he was appointed state councilor and secretary-general of the State Council. He was also a member of the 18th CPC Central Committee Secretariat.
