摘 要：该文介绍了尤溪县生态公益林区划、管护、资金使用等管理现状；深入分析地尤溪县生态公益林管理过程中所存在的问题；并提出了包括完善森林生态效益补偿机制、切实加强生态公益林的管护工作、适当调整生态公益林布局等完善生态公益林管理的对策建议。

Problems and Suggestion on Management of the Ecological Forest in Youxi County

Abstract：Firstly，this paper introduces the current situation of management of the ecological forest from division into districts，management and protection，funds using in Yuxi County ecological public welfare forest management.Secondly，it points out the problems in the management process of ecological public welfare forest in Youxi County.Finally，it is proposed to establish and perfect the compensation mechanism of forest ecological benefits，strengthen the management and protection of ecological forest，and properly adjust the layout of ecological forest.

1 引言

尤溪縣是全国南方集体林区林业重点县、全国集体林区林业产权制度改革试点县，还是全国集体林权制度改革先进典型县。全县林业用地面积27.90万hm2，其中生态公益林面积6.90万hm2，占林业用地面积的24.7%。2001年以来，尤溪县开展生态公益林区划界定，开展创新生态公益林管护机制试点工作，实行“一折通”方式支付生态公益林补偿金等，生态公益林建设与管理取得了卓有成效的成绩，生态公益林在维持生态平衡、抵御自然灾害、支撑地方社会经济发展和改善自然环境等方面发挥了重要作用。然而，随着县情林情的变化，尤溪县生态公益林管理出现了新问题，因此，深入分析尤溪县生态公益林管理现状与存在问题，并提出相应的对策建议，这不仅可为尤溪县改进和完善生态公益林管理政策提供决策参考，而且还可以为其他兄弟县市提供借鉴。

2 尤溪县生态公益林管理的现状

2.1 生态公益林区划情况 尤溪县在2001年开展了生态公益林区划界定工作，根据国家级生态公益林认定办法和省级生态公益林界定标准，共区划界定生态公益林7.12万hm2。……
