摘要：在国家“一带一路”战略驱动下，中国铁路“走出去”的步伐不断加快。铁路工程EPC模式，基本涵盖了铁路工程施工建设全过程。本文以中国路桥工程有限责任公司承建的肯尼亚蒙内标轨铁路项目为例，探讨影响海外EPC铁路项目施工进度的主要因素和管理对策，为后续类似海外铁路工程的实施、管理提供经验参考。

Study of the progress control of the oversea EPC railway project

Abstract： With the assistance of the Chinas “the Belt and Road” strategy， more and more Chinese Standard Railway has exported to other countries. EPC model of railway engineering project， almost includes the whole process of railway engineering construction. This article take the newly built Kenya Mombasa-Nairobi Standard Gauge Railway project as an example， which was constructed by China Road & Bridge Corporation， studying the main factors that affect the construction progress of the railway and the strategies we take to control it for providing experience for the same railway project in the coming future.

引言

海外EPC鐵路项目，投入资金大，建设周期长，工期紧，不稳定因素多，社会影响广泛，同时还面临着建设标准的认可度、跨文化交流融合等一系列问题。蒙内标轨铁路项目是肯尼亚2013年新当选的乌胡鲁·肯雅塔总统与中国政府之间签订的铁路建设大单，自2014年6月开始施工建设。铁路的施工建设由中国路桥工程有限责任公司EPC总承包。由于2017年肯尼亚将举行5年一次的总统大选，肯雅塔总统希望借助蒙内铁路为其在下轮大选中赢得更多的选票，原本5年的建设工期，后因肯方一度要求缩短，最后工期定为3年，项目需在2018年总统大选前完工。蒙内铁路作为一项政治工程，也是肯尼亚建国以来最大的基建项目，在肯尼亚全国范围内关注度极高。同时，一些不怀好意的西方媒体在肯尼亚鼓吹中国在非洲搞“新殖民”，肯尼亚的反对党领袖也借机寻衅滋事，对项目建设的造成干扰，给项目实施也带来了极大的风险，所以进度管理在蒙内铁路施工建设过程中显得尤为重要，必须要满足肯方对工期和进度的要求，保质保量尽早完工。……
