摘要：20世纪90年代以来，乡镇经济进入高速发展时代，在经济上取得喜人成果的同时也暴露出很多问题，只重视经济发展而忽视环境问题是其中重要的一个表现。一方面，一些乡镇政府在招商引资的时候只看重经济没有做到理性甄别，致使乡镇污染问题愈演愈烈；另一方面，乡镇环保机构不健全也是导致这种现状的重要原因，建设配套的乡镇环保机构已成为必要。

1 乡镇环保的必要性

乡镇环保与城市环保比较起来，有其自身特点和局限性。乡镇环境污染一般呈现一定的地域性，污染源相对集中，并且由于乡镇环保机构的不完整，导致基层环境存在着很大的污染隐患。

1.1 基层环境不容忽视的现状

改革开放以来，我国的社会发展、经济建设取得了很大的成就，但是近年来，在一些农村地区，也有关于呼吸的空气、喝的水、生存的土壤、自然环境等方面受到影响甚至污染（镉大米 、土壤金属超标、水金属超标、人体重金属超标，牛奶河、死鱼河流、“黑河”，“十面霾伏”）的报道，农村环境现状已经是不容忽视了。

1.2 乡镇环境保护工作管理的缺失

由于我国当前的环境保护管理体系是国家-省-市三级管理体制。基层环境工作牵头实施的主体是县级环保局，但是由于地域、人员、交通等条件的限制，在当前基层环境保护工作中还是存在着管理方面的缺失：农村环境监测和监管不完善，农村自然生态保护、农村饮用水源地保护不全面；……
