摘 要：地票交易中的收益分配是农村集体建设用地流转中的核心问题，只有建立合理的收益分配机制，才能达到规范地票交易市场和促进农村经济发展的目的。重庆的地票交易模式尚处于初期阶段，还没有形成科学、有序的收益分配机制，因此，重庆市地票交易中的收益分配问题研究具有重要的现实意义。本文阐述了重庆地票交易中收益的形成、收益分配的现状，分析了地票交易收益分配制度中存在的问题及其原因，并提出了完善收益分配制度的改进建议。

Abstract：The income allocation of land ticket system is the core issue in the circulation of rural collective construction land. What we can only do is to set a reasonable income distribution to regulate the market and promote the rural economic development. Chongqing land ticket model still in an initial stage with not a scientific and orderly distribution system. Therefore， it has an important practical significance to research the income distribution. This paper explains the income formation of Chongqing land ticket system and the status of the income distribution， analyses the problems in this income distribution system as well as the causes of these questions， and puts forward some improvement suggestions.

1.地票交易中的收益形成

1.1地票交易的內涵

所谓地票是指包括农村宅基地及其附属设施用地，乡镇企业用地，农村公共设施和农村公益事业用地等农村集体建设用地经过复垦并经土地主管部门严格验收后产生的用地指标，以票据的形式通过土地交易所在全市范围内公开拍卖。根据《重庆市地票管理暂行规定》，农村建设用地依法复垦为耕地后而腾出的建设用地指标，必须预留不少于总规模的20%用于保障复垦项目所在区域的集体建设用地，剩下的部分方可作为向市国土资源行政主管部门核发“地票”的面积。

地票交易是一种实现城乡建设用地挂钩指标的市场配置途径和方式。所谓的“交易过程”是将复垦、整理项目产生的建设用地指标，拿到重庆市农村土地交易所打包组合，成为地票。
