摘要：随着Web2.0时代的到来，社会大众逐渐参与到档案信息资源开发过程中，建立完善的激励机制成为当务之急。本文揭示大众参与档案信息资源开发的动机，分析档案信息资源开发大众参与激励原则，基于大众参与动机和激励原则，结合档案部门实际情况，构建档案信息资源开发大众参与的激励机制，以期为档案信息资源开发大众参与项目的开展提供参考和借鉴。

Abstract： With the advent of the Web2.0 era， so？ cial public gradually participate in archives informa？ tion resources exploitation， so establishing perfect in？ centive mechanism becomes the urgent matter. This paper reveals the motivation of the public that partici？ pate in the archives information resources exploita？ tion， and analyses the incentive principle. Based on the public participation motivation and incentive prin？ ciple， combined with the actual situation of the ar？ chives， the paper constructs the incentive mecha？ nism in the archives information resources exploita？ tion， in order to provide reference for the develop？ ment of the archives information resources exploita？ tion project.

一、引言

随着从Web1.0的计算机交互时代进入Web2.0的用户时代，互联网对社会各个层面产生了变革性的影响，在这一时代浪潮的裹挟之下，档案部门也开始采用各种方式支持社会力量参与档案事务，让社会大众参与到档案信息资源开发的过程中。大众参与档案信息资源开发是指依托社会大众的力量，通过网络平台让大众参与到档案信息资源的著录、转录、编纂、上传与共享等活动中，以改变档案信息资源开发原有模式，是一种“大众智慧”形式的众包活动。目前，档案信息资源开发大众参与活动在国内外正如火如荼地展开，如美国的“公民档案工作者”（Citizen Archivist）项目、荷兰的“众人参与”（Vele？ handen）项目以及国内辽宁省档案馆的“社会档案人”项目等。积极参与档案事业建设虽然是大众的社会责任，但在法律上并不能成为大众的法定义务，若想促使网络上的陌生面孔参与档案信息资源开发活动，建立完善的激励机制十分必要。当前，学界尚未对档案信息资源开发大众参与的激励机制展开研究。……
