澜湄合作第二次外长会在柬埔寨举行

2016年12月23日，澜沧江—湄公河合作第二次外长会在柬埔寨暹粒举行。中国外交部发言人耿爽表示，中国希望通过此次会议推动澜湄合作在多领域开展全方位合作，使合作成果更多更好地惠及地区民众。

据了解，第二次外长会议沿用“同饮一江水，命运紧相连”的主题，展示六国命运相连、守望相助、团结合作、发展共赢的合作精神。中国外交部部长王毅出席并与柬方共同主持会议。

泰国政府与阿里巴巴开启全面合作

2016年12月8日，泰国商务部与阿里巴巴签署一系列协议，宣布在电商发展、电商人才培训、物流和供应链系统等众多领域展开合作，以支持“泰国4.0”及泰国数字经济战略的推进。

根据协议，双方将致力提升泰国中小企业发展电商业务的意愿和能力；携手开展数字技术领域的人才培训；协助泰国发展物流和供应链系统；探索在发展“东方经济走廊(EEC)”项目上的合作机会。

CASTPP帮助东盟中小企业进入中国市场

2016年12月13日、16日，由广西钦州保税港区管委会和《中国—东盟博览》杂志联合投资的中国—东盟中小企业贸易促进平台(CASTPP)分别在泰国、马来西亚举行推介会，帮助东盟中小企业和优势产品进入中国市场，以及帮助中国中小企业进入东盟市场。

据悉，CASTPP将运用广西钦州保税港区的保税、仓储、物流等优势，以及借力《中国—东盟博览》杂志在东盟各国的媒体和商业资源，推动中国—东盟中小企业间的投资与贸易合作。其开展的会展、通关、跨境电商、进出口商品审批备案等贸易服务，特别适用于食品饮料、服装配饰饰品、仪器仪表、环保产品、电工电器等中小企业。

SM集团在华开设第7家商场

2016年12月17日，菲律宾SM控股集团宣布，其在华的第7家商场正式开业。该商场位于天津，总建筑面积达56.5万平方米。SM控股集团总裁林姆表示，天津SM购物城的开业体现了集团对华经济的坚定信心，也使得SM集团更了解中国的购物文化，发现更多商业机会。SM商场是天津机场经济开发区最新落成的商业地标，紧邻机场，同时与北京、秦皇岛等地有公交、高速路和高铁等连通。

印尼未来10年发展新能源电站需投入1200亿美元

据《国际日报》近期报道，目前印尼政府将继续发展新能源电站。根据印尼能源与矿产部预计，2016～2025年，印尼大约需要建设新能源电站3630万千瓦，共需资金约1200亿美元。

根据规划，印尼总体能源结构分别是新能源占比23%，煤炭占比30%，原油占比25%，天然气占比22%。

泰国液化石油气进口自由化政策新年生效

泰国国家能源政策委员会最近召开会议，定于2017年1月1日正式实施液化石油气（LPG）进口自由化政策。

在该政策之下，液化石油气进口商无需参与竞标，只需要向能源厅报备和说明计划进口的液化石油气数量即可。同时，进口自由化政策不会对储存仓库做出强制性规定，即不必是泰国国家石油公司（PTT）仓库。

中泰企业共同研发新型跨境支付系统

2016年12月15日，泰国开泰银行与中国领先大型金融科技企业——国际商业结算有限公司（IBS)在曼谷签署合作协议，双方将共同开发基于下一代清结算网络(NGSN)技术的新型中泰跨境实时支付系统，以满足总额高达2.3万亿泰铢并仍在持续增加的中泰贸易和金融交易需求。

下一代清结算网络是用于全球跨境贸易支付和跨行汇款的实时清结算网络（RTSN）平台，安全可靠，易于操作，可使用多种货币，可直接以所需货币汇款，无需经过层层代理银行，因此可以缩短转账时间，降低运行成本。

中马投资公司将联合设立东盟成长基金

《南洋商报》2016年12月9日报道，马来西亚风险投资管理有限公司（MAVCAP）与中国领先创投公司戈壁合伙人（GOBI）日前签署了解备忘录，将合作成立东盟成长基金，以目标2亿美元资金发展马来西亚与东南亚的创新科技及科技公司融资等事项。戈壁合伙人表示，与MAVCAP合作一同管理东盟成长基金，是中国进军这一区域的最佳时机。

张家界代表访马来西亚希望将马来西亚打造成张家界旅游第二大客源国

据《南洋商报》2016年12月6日报道，中国湖南省张家界市与马来西亚大型旅游批发商苹果旅游集团达成共识，将共同努力把马来西亚打造为张家界旅游第二大客源国。

苹果旅游集团负责人表示，张家界拥有许多世界唯一的独特景致，在张家界市政府支持下，相信通过包机直飞、增加航班等措施，赴张家界旅游的马来西亚游客数在2017年达到6万人次的目标是能够达成的。

越南拟将经济区税收优惠年限延长至30年

据《越南投资报》2016年12月7日报道，越南计划投资部拟延长经济区内投资项目税收优惠年限，即从目前的15年延长至30年。

享受优惠的对象需满足以下条件：投资规模6万亿盾（约2.64亿美元）以上，资金到位不超过3年，或使用劳动力3000人以上；投资规模12万亿盾（约5.28亿美元）以上，资金到位不超过5年；投资经济技术基础设施项目（如水、电）等。

菲律宾将引入中国贷款3789亿比索进行基础设施建设

据菲律宾《商业镜报》2016年12月9日报道，菲政府拟引入中国政府贷款建设总投资约3789亿比索（约合558亿元人民币）的基础设施项目。其中，有15个项目正在提交中国政府发展援助资金支持，涉及交通、灌溉、供水设施、渔港发展和能源合作等项目。对此，菲律宾经济发展署长表示，菲律宾政府有充分的项目储备促进基础设施项目的支出。

中国—东盟跨境电商平台正式启动

2016年12月9日，由中国贸促会与东盟各国工商会联合主办的中国—东盟跨境电商平台在北京正式启动。平台先期以进口商品为主，主要包括东盟国家特产的特色水果、食品、保健品、日用品、百货和美妆等。目前该平台的供应商主要有马来西亚海外旗舰店以及来自越南、新加坡、泰国、印度尼西亚等7个国家的商户。

越南将对柬埔寨11类商品免关税

据越南《西贡经济时报在线》报道，自2017年起，越南将给予柬埔寨11大类商品免进口关税。包括：活禽、两轮自行车、综合纤维梭织布、大米等，但有配额限制，如超过配额将根据其他协定规定享受相应优惠。

同时，企业必须取得由柬埔寨职能部门签发的原产地证并经指定的24对越柬边境口岸通关，才能享受零关税政策。

马来西亚与新加坡签署马新高铁双边协议

2016年12月13日，马来西亚和新加坡政府就马新高铁项目签署具有法律效力的双边协议，双方约定将于2017年正式启动包含车辆系统在内的高铁项目招标工作，并再次承诺该项目将于2026年底前实现通车。

根据这份协议，马新高铁共设8站，马新两国将分别设计建造并运营本国境内的车站和设施，但在车辆系统如轨道、动力、信号和通讯系统的招标方面，两国将共同选择一个中标方。根据设计，马新高铁将为双轨道运行，最高时速为350公里，通车后从马来西亚首都吉隆坡到新加坡的通勤时间将被缩短为90分钟。

菲律宾成立香蕉研究推广中心

据《商业世界》2016年12月1日报道，菲律宾众议院农业食品委员会通过2926号法案，决定在北达沃省潘纳伯市（Panabo）成立香蕉研究推广中心。

香蕉是菲律宾重要出口农产品，但近年来，由于菲律宾香蕉生产饱受虫害困扰、厄瓜多尔等南美香蕉逐渐进入亚洲市场，菲律宾香蕉贸易受到很大程度影响。因此，菲律宾决定成立该中心，以承担香蕉品种、高产和抗病方面的研究，并制定香蕉国家发展规划。

December 11, 2016 (Chinadaily) — Premier Li Keqiang called on small private business owners to build their brands and contribute to employment and the national economy at a ceremony on Monday. At the event, marking the 30thanniversary of the China Privately Owned Business Association, the premier met with more than 200 representatives of the group. Such businesses now provide 40 percent of the country’s jobs and have played a vital role in boosting economic growth, vitalizing the market and meeting the public’s diversifi ed demands, the premier said. “Private businesses should operate with integrity and build their own brands to win market recognition, and, meanwhile, avoid counterfeit and fake products,” Li said.

02. China moves to regulate E-commerce

December 19, 2016 (Xinhua) —Chinese top legislature is deliberating a draft law that will regulate and facilitate E-commerce in the country. The draft law was tabled for review by legislators at the bimonthly session of the National People’s Congress (NPC) Standing Committee, which runs from Monday to Sunday. It is the first reading of the draft by the top legislature. Lyu Zushan, deputy director with the NPC's Financial and Economic Affairs Committee, said booming E-commerce in recent years had served to reveal loopholes in China’s legal system and commercial rules. The draft law will facilitate E-commerce growth, help maintain market order and protect consumer rights.

03. China to improve product quality, core competitiveness in 2017

December 17, 2016 (Xinhua) — China will focus on improving product quality and core competitiveness in 2017 as part of the efforts to shore up the real economy. The country will adhere to its innovation-driven development strategy and increase the supply of high-quality goods and services, the statement said. The government will advocate“quality first” among businesses, raise national quality standards, and adopt comprehensive quality management. Businesses will be encouraged to uphold “the craftsman spirit” and improve product competitiveness through brandbuilding.

04. China’s foreign service trade up 16% in ten months

December 16, 2016 (Xinhua) — China’s foreign service trade rose 16 percent in the fi rst ten months of this year to 4.29 trillion yuan (US$ 619.3 billion), the Ministry of Commerce (MOC) said Thursday. Services accounted for 18 percent of China’s overall foreign trade in the January-October period, 2.6 percentage points higher than the level of 2015, MOC spokesperson Sun Jiwen told a press conference. Distinct from merchandise trade, trade in services refers to the sale and delivery of intangible products such as transportation, tourism, telecommunications, construction, advertising, computing and accounting.

05. China to build a system integrating data and information resources

December 13, 2016 (Chinadaily) —The central government will promote the sharing of data and information to build an integrated, connected and secure data system for the nation, a move that experts believe will boost efficiency and expand market opportunities. This was part of the Guideline on State Informatization for the 13thFive-Year Plan (2016-20). According to four major targets set in the guideline, the country will strengthen broadband in rural areas while further reducing costs, build a system to monitor and tackle information security and promote 12 priority projects, including 5th-generation telecommunication technologies. Meanwhile, online scammers will be the focus of a severe crackdown and sterner punishment as the guideline also set a goal to contain such frauds.

06. China considers enhanced support for ethnic minority medicine

December 19, 2016 (Xinhua) — A draft Chinese law enhancing traditional Chinese medicine’s (TCM) role in China's medical system will support ethnic minority medicine in the country. According to the draft law, tabled for a third reading at the bimonthly session of the National People’s Congress (NPC) Standing Committee, the state will enhance support, innovation, application and development, as well as professional training in ethnic minority medicine. The state will step up the establishment of medical institutions practicing ethnic minority medicine and provide better training for practitioners, it said.

07. ASEAN, China aim for stronger ties at grassroots level

December 11, 2016 (The Jakarta Post)— ASEAN member states are aiming to enhance their collective relations with China by reaching out at the grassroots level.“Basically, a strong multilateral relationship is determined by the connectivity of its people. We have to ensure that this relationship reaches the people-to-people levels,” The deputy secretary-general of ASEAN for community and corporate affairs, AKP Mochtan, told The Jakarta Post on Sunday on the sidelines of the closing ceremony of the ASEAN-China International Touring Assembly and the ASEAN-China Journalist Rally 2016 (CAITA). The event gathered 100 racers and journalists from ASEAN members and China. “I believe that CAITA will achieve new heights of success, become a new brand of ASEANChina cultural and people-to-people exchanges and make greater contributions to Chinese-ASEAN relations,” said Chinese Ambassador to ASEAN Xu Bu.

08. Chinese FM lauds Lancang-Mekong sub-regional cooperation

December 23, 2016 (Xinhua) — Chinese Foreign Minister Wang Yi on Friday lauded the Lancang-Mekong Cooperation (LMC), saying it is a new type of sub-regional cooperation mechanism. The LMC, which is well-tailored to the development of six countries along the river, will serve the common interests of the countries and bring tangible benefi ts to their people, Wang told reporters after the 2ndLMC foreign ministers’ meeting held in northwest Cambodia’s Siem Reap province on Friday. The project-based LMC has highlighted the three major fi elds the LMC covers, namely politics, economy and sustainable development, and society and culture. Wang said that the mechanism will promote the alignment with the ASEAN Community and enhance the overall cooperation in the region.
