摘 要 学生警察团的出现，极大的丰富了公安教育的内涵，也促进了警察公共关系的发展，对于建设平安浙江、法治浙江具有十分重要的意义。学生警察团作为舶来品，在落地推进过程中要旗帜鲜明、特色引领，坚持发挥中国特色社会主义的政治优势和制度优势，不断增强道路自信、理论自信和制度自信，在此方面，浙江警察学院做了大量的实践探索，在校局合作框架下不断摸索，走出了一条符合国情，体现浙江实际和区位属性又富有新意的路子，创造性将学生警察团的创建与服务浙江公安工作和队伍建设相结合，践行了走在实处、干在前列的担当和责任。

近年来，面对层出不穷的校园暴力犯罪高发频发，特别是针对青少年的以及有青少年参与的犯罪层出不穷，有的手段极其恶劣残忍令人发指，引起了许多社会学家的关注。与此同时，城市发展脚步的日益加快，留守儿童的教育、心理也引起了各界注意，互联网的兴起特别是移动互联网、“互联网+”概念为青少年打开了解世界一扇窗户的同时，黄、赌、毒也随之进来毒害青少年的身心，再加上我国电影发行等级制度的不健全，客观上为青少年的身心健康发展造成了一定的影响。由此，对于在社会管理中承担着重要作用的各国警方，站在丰富警察公共关系内涵的角度也纷纷成立专门机构进行了一些尝试和探索。……
