摘 要 随着国家医改进入深水区、互联网+时代的来临，作为国家三医联动改革医药关键环节中的医药流通企业面临着前所未有的机遇和挑战。若要生存和发展，企业人力资源管理战略应从总战略出发，利用大数据平台挖掘、选拔、考核人才，鼓励创新与变革，以建立有效的激励机制为源头，在内、外部培训体系的推动下，打造高绩效员工团队，实现转型下的现代医药流通企业人力资源管理战略转型。

Human resources management strategy for modern medicine circulation enterprises in transition

ABSTRACT With the national medical reform entering deep water area and the coming of the Internet+ era， medicine circulation enterprises as a pharmaceutical key part in the joint reform of medical service， medication and medical assurance are facing unprecedented opportunities and challenges. The human resource strategy for the management of enterprise should focus on the mining， selection and assessment of talents and the encouragement of innovation based on the consideration of general strategy and the big data platform so as to establish an effective incentive mechanism if enterprise needs to be survival and development. Meanwhile， we should create a high-performance team of employees to achieve the transformation of human resources management strategy in modem medicine circulation enterprise in transition under the promotion of internal and external training system.

当代社会正在经历人类历史上前所未有的变革和进步，以互联网为背景的新技术、新应用、新模式层出不穷，正在迅速改变着我们的生活方式，并推动各行各业持续进行转型和升级。我国医药流通业在计划经济时代三级批发体系解体后，经历了市场经济初现和增长阶段，从2010年开始进入典型的洗牌阶段，表现为市场集中度得到更快提高，竞争开始白热化，一些大医药商业企业纷纷通过外延与内生同时发展等手段，迅速做大规模，集中度迅速提升，全国性的医药流通巨头已出现。由于医药行业关系到国计民生，是国家医改的核心环节之一，虽然医药行业在中国是最特殊、最受保护的行业，同时也是最为封闭的行业，但形势迫使这个行业同样面临着转型和升级，甚至是颠覆性的变化，因此该行业的人力资源管理提升则成为现代医药流通企业转型能否成功的关键因素之一。……
