摘 要：“渝新欧”国际班列是连接重庆和欧洲的国际贸易及物流专线，它构筑了中国与欧洲经济、政治、文化密切交往的平台，促进了国际物流系统的完善，是“一带一路”建设的重要基础和支撑，被誉为“现代丝绸之路”。然而，“渝新欧”国际班列在实际的运行过程中却面临着回程货源紧缺的困境，现已成为其进一步发展的重要掣肘。基于此，文章首先介绍了“渝新欧”国际回程班列的运行现状及回程货源困境，之后深入分析了回程货源紧缺的原因，最后在此基础上提出了有针对性的解决模式。

Abstract： Yuxin'ou is an international logistics corridor connecting Chongqing and Europe， it constructs the economic， political and cultural platform between China and Europe， accelerate the improvement of international logistics system， is significant support and basis for“The Belt and Road”construction， which is regard as a“modern silk road”. Nevertheless， in the present practice of running， the“Yuxin'ou”international lines are faced with a dilemma—insufficient back-haul supply， which has become an important restriction for further development of“Yuxin'ou”international lines. In this paper， in-depth analysis of the reasons are made for the insufficient back-haul supply on the basis of current status of operation of return lines， and some resolution modes as well as policy ideas are put forward.

0 引 言

“渝新欧”是连接重庆与欧洲的国际铁路大通道，是由中国、俄罗斯、白俄罗斯、哈萨克斯坦、波兰和德国六国以及这些国家的铁路部门和重庆市政府七方强强联手，对原新欧亚大陆桥现有铁道路线进一步优化组合所打造的国际贸易与物流大通道，是重庆市响应我国重大战略举措——向西开放，服务于自身外向型经济发展需要所开辟的一条中国内陆直通欧洲的国际物流交通干线。其线路起点为重庆市团结村，途经达州、安康、西安、兰州、乌鲁木齐，到达我国边境阿拉山口出境，进入哈萨克斯坦，再穿越俄罗斯、白俄罗斯、波兰，最终抵达德国杜伊斯堡，全程共11 197公里。“渝新欧”国际铁路大通道因其方便、快捷、安全、高效等特点，现已成为我国出口商品运往欧洲各国新的战略贸易通道，被誉为“现代丝绸之路”，对于加强我国与“一带一路”沿线国家贸易往来，推动中西部地区的经济发展具有重要意义。……
