摘 要：土地整理项目可以提高耕地质量，增加有效耕地面积，改善农业生产条件和生态环境。该文利用GIS空间统计分析技术，对2014年度江苏土地整理验收项目的投资分布特征及效果进行了系统分析，阐明了江苏省县区级土地整理项目的空间分布特征与规律，并提出相关建议，以期为全省乃至全国土地整理工作的顺利开展提供借鉴和参考。

Investment and Achievement Analysis on the Land Consolidation Project in Jiangsu

Abstract：The land consolidation project can achieve the improvement of arable land ，increase of arable land area，and the improvement of agricultural production condition and eco-environment.In this paper，a systemic analysis about the investment and achievement on the land consolidation project in 2014 in Jiangsu Province was executed based on the GIS spatial statistic method. Then the spatial distribution and characteristic of land consolidation project in county level in Jiangsu was explored.Certain corresponding advices about the management of land consolidation project were proposed to support the project implementation in Jiangsu and the whole China.

1 前言

土地整理泛指人们为了一定目的，对土地进行调整、安排和整治的生产实践活动[1]。土地整理有狭义与广义之分，广义的土地整理分农地整理和市地整理两方面内容，狭义的土地整理则仅指农地整理[2]。在我国，土地整理通常指按照土地利用总体规划，对田、水、路、林、村综合整治，提高耕地质量，增加有效耕地面积，改善农业生产条件和生态环境[3]。作为增加耕地面积、有效改善生态环境及提高区域居民生产生活水平[4]的重要手段，土地整理工作近年来一直受到各级政府的重视和欢迎[[5-6]。

江苏省是我国东部区域经济最为发达的省份之一，随着经济社会的快速发展和城市化水平的不断提高，大量位于城镇周边的优质耕地用于建设，导致耕地数量和质量保护形势日益严峻。因此，江苏近年来加大了土地整理的力度，通过国土资源部门土地整理项目实施，较好地实现了补充耕地、提高土地利用率的目标[7]。……
