摘 要：排污权交易是环境资源领域一项重大的制度改革，是促进污染减排、改善环境质量的重要手段。南京市吸取其他试点城市的成功经验，搭建了相对完善的政策制度体系，制定了较为科学的初始排污权分配方案，完成了交易程序的设计，并构建了“一主管两中心”的交易平台，于2015年12月正式启动排污权交易。但是随着工作的持续开展，现行交易模式中的政策、机制问题也逐步显现，厘清这些关键问题，对交易模式不断进行优化完善，将是加速推进排污权机制，加快发展排污权交易二级市场的重中之重。

Research on the Emissions Trading Mode of Nanjing City

Abstract：Being a major environment system reform，emissions trading is an important means for pollutant emission reduction and environmental quality improvement. Nanjing has learned the successful experience form the other pilot cities，established a related policy system，developed a more scientific initial emission rights allocation scheme，completed the design of program trading，and constructed the "one-two" trading platform.In December 2015 the emissions trading of Nanjing was officially launched.During the process，however，there are some issues to be exposed.To clarify these key issues，it is important to constantly optimize the transaction mode and accelerate the emission mechanism and the development of secondary market.

1 引言

排污权交易是环境资源领域一项重大的制度改革，建立以市场化为导向的环境资源价格制度，将排污权作为环境资源实施市场化的管理，有利于全社会树立“环境容量有价、环境资源有价”的理念，对优化环境资源配置、推进产业优化调整、激励企业自主减排，促进经济社会全面协调可持续发展具有十分重要的意义。近年来南京市大力推进排污权交易试点工作，在吸取全国其他试点城市成果经验的基础上，结合自身实际，探索出一套具有自身特色的排污权交易模式，但在实践中仍然存在不少问题。对南京市现行排污权交易模式进行分析，指出其存在的关键问题，并在后续落实中给予关注，将有利于南京市排污权交易机制的推广和排污权交易二级市场的建设。……
