摘要：随着国家棉花宏观产业政策的调整，棉花产业的发展迫切需要行业协会的支持。通过对新疆喀什地区棉花协会的调研，介绍了喀什棉花行业协会的发展现状，剖析了棉花产业行业协会建设和发展的模式及注意的问题，提出了加强行业协会相关法律基础和自律职能建设、提高棉花产业协会自身建设、政府行政体系应予以支持等行业协会的发展建议。

Elementary Analysis on the Construction of the Cotton Industry Institute from the Situation of Xinjiang Kashgar

Abstract： Along with the adjustment of the national cotton macro-industrial policy， the development of the cotton industry urgently needs the support of the Trade Association. Through the investigation and research on the cotton association of Kashgar Prefecture， Xinjiang， this paper introduces the development status of the cotton industry associations of Kashgar， analyze its construction and development mode and the notices， put forward some suggestions about the development of the trade association， for example strengthening the construction of its relevant legal basis and self regulatory functions， improving the construction of itself， the government administrative system should give some supports， and so on.

0 引言

随着国家宏观棉花产业政策的调整，新疆作为国家优质商品棉基地的地位逐渐确立，棉花所占比重逐年递增，“新疆棉”在全国棉花产业中的地位越来越突出。与此同时，在新疆棉花产业高速发展过程中，也暴露出价格恶性竞争、质量参差不齐、企业信誉度不高等诸多问题，解决这些问题仅仅依靠相关职能部门加大管理力度是远远不够的，关键还要依靠于棉花产业企业自身组成的行业协会，而且棉花产业的发展迫切需要行业协会的支持。因此，作者根据新疆喀什棉花协会的发展现状，剖析棉花产业行业协会的运作模式及建设和发展中注意的问题，旨在促进棉花产业行业协会的健康发展，更好地服务于棉花产业。

1 喀什棉花行业协会发展现状

1998年10月，国务院颁布了修改后的《社会团体登记管理条例》，使我国民间组织和管理进入了一个崭新时期。随着改革开放的不断深入、市场经济体制的不断完善和政府机构改革的不断推进，尤其是部分工业管理部门被撤并和职能转变后，一些社团组织（行业协会）应运而生。……
