摘要：随着信息科技的发展，移动办公技术可以使用户把现有的计算机办公应用借助互联网和无线网络扩展到手机、PDA或其他智能终端上。该文针对气象部门工作需求， 建立了移动指挥办公系统。实现VPN嵌入式登陆、公文管理、出差管理、安全体系等功能等模块在移动终端上的相应操作，为人员提供了移动信息化服务。

The Design and Implementation of Mobile Office System Command

Abstract： With the development of information technology， mobile office users can put the existing computer office applications through the Internet and wireless network is extended to mobile phone， PDA or other intelligent terminal. According to the meteorological department work requirements， establish a mobile command office system. Implementation of embedded VPN login， document management， business management， system security modules and the corresponding operation on the mobile terminal， provides mobile information services for personnel.

随着信息科技的高速发展，特别是网络技术和移动通信技术的应用，人们获取信息的手段发生了巨大的变化。尤其是随着气象业务的深入发展，气象工作在中国现代化发展阶段重要性的不断提高，地方政府对气象服务的精准性、及时性等要求越来越高，单位和个人对信息的实时性、移动性要求也越来越强烈。针对工作人员在离开办公室以外的场所就无法审阅及查询各类业务信息，常常因为信息的延迟而影响工作的效率，难以进行及时准确的决策，基于此类情况，气象部门迫切需要一套可以随时、随地、随手使用的移动指挥办公系统。

移动指挥办公系统实现真正意义上的移动指挥办公，基于现有的综合管理信息系统进行设计开发。将综合管理信息系统的操作使用从PC终端延伸拓展至移动终端，基于移动互联网，使工作人员随时随地利用移动设备完成审批、阅读工作和应急指挥办公，解决用户因出差、开会导致文件不能及时审批的问题，提高文件审批效率。……
