【摘 要】我国推行建设监理制度十几年来，取得了显著成效，对控制工程质量、投资、进度发挥了重要的作用，促进了我国工程建设管理水平的提高。但是，也应清醒地看到，随着市场经济的不断成熟和发展，项目管理方式的不断演进，建设项目的目益庞大和复杂，无一不给尚处于发展时期的我国工程监理事业带来严峻挑战。监理企业的发展走向是业界普遍关心的问题。

【Abstract】Construction Supervision of the implementation of the system more than a decade， has achieved remarkable success， to control project quality， investment， progress has played an important role in promoting the improvement of the level of construction management. 1. 工程项目监理概述

1.1 工程监理的含义。

控制工程建设的投资控制、建设工期控制、工程质量控制、安全控制；进行信息管理、工程建设合同管理；协调有关单位之间的工作关系，即“四控、两管、一协调”。

1.2 工程监理的目的。

工程建设监理要达到的目的是“力求”实现项目目标。因此，监理单位和监理工程师“将不是，也不可能成为任务承包商的工程承保人或保证人”。谁设计谁负责，谁施工谁负责，谁供应材料和设备谁负责，而作为工程承包合同“甲、乙方”之外的“第三方”的监理单位和监理工程师则没有承担他们双方义务的义务。

1.3 工程监理在工程项目管理中的意义。

工程项目管理中工程建设监理的一个重要作用就是组织协调。通过监理的组织协调，使项目参与各方彼此沟通，促进相互了解和理解，在项目总目标和各分目标之间寻求平衡，达到统一思想与行动，使各项工作能够顺利进行。
