民主党派参政能力建设：国家治理能力现代化的新视角

[摘要]国家治理能力现代化课题的提出，是中国共产党治国理政理念的升华。从逻辑起点上看，民主党派是社会治理的重要主体，民主党派的参政能力是国家治理能力的重要组成部分。为此，以国家治理能力现代化的维度来审理：民主党派应领会国家治理理念，加强民主党派政治把握能力建设；把握国家治理的核心，加强民主党派参政议政能力建设；实践国家治理目标，加强民主党派协商民主能力建设；找准国家治理的着力点，加强民主党派民主监督能力建设。

Abstract：The subject of modernization of national governance capacity is the sublimation of national governance idea of the Communist Party of China. From the logical point of view, the democratic parties are important subjects of social governance, whose ability of participating in politics is an important part of governance capabilities. To this end, from the perspective of the modernization of national governance, the democratic parties should understand the concept of national governance to strengthen political understanding; should grasp the core of national governance to strengthen ability of participating in politics; should practice governance objectives to strengthen ability of consultative democracy; should identify the focal point of governance to strengthen ability of democratic supervision.

中共中央十八届三中全会首次提出了“国家治理能力现代化”的全新概念，这意味着我们国家权力的运行必须由主要依赖自上而下的方式变为更加注重平行的以及各社会主体平等而充分参与的共治方式，这是当代中国社会发展的必然要求，也显示了中国共产党前所未有的执政胆识。因此，在国家治理模式转型的背景下，分析社会治理现代化的重要主体——民主党派——在推进全面深化改革和国家治理体能力现代化过程中如何提高参政能力无疑具有重要的意义。

一、 逻辑起点：民主党派的参政能力是国家治理能力的重要组成部分
