社会资本与农村新社区环境治理
——基于湖北省孝感市两社区的比较

摘要：加强环境治理是农村新社区建设的重要内容。在对湖北省孝感市两个社区的调查中，发现两社区在环境治理成效方面存在较大差异，而社会资本存量的差异是主要原因。为此，在当前推进农村新社区环境治理及其他工作的过程中，政府在加大资源投入同时，要引导提升农村社会资本的存量，加强地方经济建设，创造更多本土就业机会，同时进一步提升农村新社区领导人的能力与素质。

Abstract：To strengthen environment governance is an important content of constructing rural new communities. In the investigation of the two communities in Xiaogan City, it was found that the two communities were totally different in their effectiveness about environment governance, and the main reason lied in the difference of their social capital. Therefore, in the process of advancing environmental governance and other work about new rural communities, the government should increase the investment of resources, guide to promote the rural social capital stock, strengthen the local economic construction, create more local job opportunities, and at the same time further improve the leaders' abilities and qualities in the new rural communities.

推进农村新社区建设是实现城乡一体化的重要举措，而加强环境治理工作是其重要内容之一。在孝感市加强“三类新社区”建设中，农村新社区是其重点，在环境治理方面也加大了投入。但在对孝感市农村新社区的调查中，发现农村新社区环境治理水平很不平衡，这从云梦县X社区和孝昌县G社区的比较中可见一斑。
