Taking Switzerland as a Teacher: Implications of Swiss Science and Technology Investment on Guizhou Province Science and Technology Investment

Abstract：With the comprehensive conducting of the construction of ecological civilization first demon⁃stration area in Guizhou, the problems of investment in science and technology faced in the construction of ecological civilization in Guizhou become more and more serious. Switzerland has a relatively successful ap⁃proach and rich practical experience in the areas of science and technology investment. A comprehensive analysis on the investment of science and technology in Switzerland has been carried out, providing some meaningful reference and inspiration for the construction of ecological civilization and latecomer catch-up strategy of Guizhou.

2014年6月5日《贵州省生态文明先行示范区建设实施方案》获国家发改委等六部委批准，在贵州发展史上具有里程碑的意义。贵州目前从各项统计数据看属于欠发达地区，但是，贵州生态环境较好，资源丰富。贵州目前进行生态文明先行区建设、实施后发赶超战略，并提出把贵州打造成“东方瑞士”。以上的后发赶超战略、生态文明建设等是适合贵州当前和未来发展需要的。如何将以上的建设目标落实将是贵州当前和未来发展的关键。随着贵州生态文明建设的全面铺开，科技创新对经济社会发展、环境保护的基础性支撑作用凸显出来，特别是在进入知识经济的今天，科技创新扩大人类知识的外延、延展人类探索的领域、更高效的创造财富、改变人类的生活方式、生产方式，可以更好地促进个体的全面发展。做好科技创新有一个前提——即有充足、高效的科技投入。科技投入被认为是一种基础性、战略性和前瞻性投资，其回报率远远超出经济学意义上投资的回报率。科技投入是贵州当前生态文明建设中紧迫、重要的任务，且没有理论与实践来指导，只好自己趟出一条科技投入之路。“它山之石可以攻玉”，分析瑞士科技投入的成功做法，可以为贵州生态文明建设的科技投入提供一些有意义的参考。……
