Research on the Countermeasures of Improving Scientific and Technological Achievements Conversion Rate in Local Universities

Abstract：The local universities should take the chance of national innovation-driving development strategy, promote constantly the mechanism of improving the autonomous ability of technical development, and establish supe⁃rior talent incentive mechanism；should take the initiative to rely on local government and enterprise platform and carry out industry-study-research cooperation, speed up the scientific and technological achievements conversion process in universities; local governments should attach great importance to conversion work of scientific and techno⁃logical achievements in local universities and promote the positive healthy and sustainable development.

地方高校科技成果转化存在着：转化率低下、转化速度缓慢、转化资金严重缺乏、总体效益很不理想的现状 ［1］。原因在于以下方面：地方高校科研人员自主创新能力相对较低，产生的原创性的科研成果为数不多；科技成果转化过程中存着在“中试空白”；地方各高校与地方科研院所、地方企业间以及各高校之间缺乏充分的技术合作；地方企业吸纳科技成果的能力相对不足。本文有针对性地提出以下对策，以期对提升地方高校科技成果转化率有所裨益。

1　地方高校要搭乘国家创新驱动发展战略之东风，不断完善提高自主技术开发能力的体制机制

地方高校科学技术“十二五”以来有了一定程度的发展，科技成果数量急剧增加；一大批科技人才正在成长起来并成为地方省、市跨世纪学科骨干；为地方经济的发展起到了一定的助推作用。但在地方高校科技成果数量呈直线攀升的同时，科技成果的质量却更显相对低下，建议采取以下措施。

1.1　要加大培养经费的投入，提升人才科技新水平

高校应该制定高层次人才培养计划，设立专项资金，一方面分期分批支持科研工作者到国内或国外的重点科研机构、相关企业进行培训和深造；……
