摘    要：耕地撂荒问题关系到亿万农民的切身利益，会直接影响到我国社会的稳定和经济的发展。本研究结合运用现有的数据和研究成果，讨论研究重庆市农村撂荒的土地，同时基于以上的情况，针对重庆市的农村撂荒土地进行讨论研究，找出土地撂荒的原因，同时针对其提出解决土地撂荒的方法，从而达到合理地去利用保护重庆市耕地的目的。

The Problem of Abandoned Land in Chongqing and Countermeasures Research

Abstract： Abandonment of arable land issues related to the vital interests of hundreds of millions of farmers， will directly affect Chinas social stability and economic development. Therefore， based on the use of the existing work experience and research results， discuss the research of Chongqing rural abandoned land， while the above circumstances， to discuss research on abandoned land in rural areas of Chongqing， find out the causes of land abandonment， and propose solutions for their land fallow way to go to achieve rational use of arable land for the purpose of protecting the city of Chongqing.

近年来，农产品价格上涨带来的收益被农业生产资料价格的持续上涨所抵消，致使农村劳动力大量流失和农业生产效益低下，耕地撂荒面积呈现不断递增的趋势，严重威胁到农业生产资料的安全，使重庆市人多地少的矛盾进一步加剧，严重影响农村社会稳定和经济发展。因此，研究重庆市耕地撂荒的问题，并制订切实可行的对策，对重庆经济的发展无疑具有重要的意义。

1 重庆市耕地撂荒现状

1.1 重庆市耕地撂荒与土地管理

当前“三农”工作中面临新的挑战就是农村耕地撂荒，它既是一个社会问题，又是一个经济问题，给粮食安全、农村社会稳定都会带来很大的影响。近年来，为了使耕地撂荒现象得到解决，国家逐步完善了《土地管理法》和《农村土地承包法》的实施办法，针对农村土地撂荒作出一些制度性的约束[1]，虽然取得了一些成效，但是农民自身在对农田的管理上存在着一些问题。随着社会的不断发展，城市化政策的推动，大量的农民涌进了城市，成为了非农业人口，身份发生了转变，而许多早已进城务工的农民，既没有将土地进行流转，也没有将农村的土地承包出去，造成撂荒。……
