[摘 要] 低碳经济是一种以能耗低、污染低以及排放低为核心基础的发展模式。发展低碳经济，对于解决和摆脱工业文明日益凸显的生态和能源危机，推动人与自然、社会和谐发展，具有重要作用。由于我国区域经济发展差异较大，在探索各地发展低碳经济路径时不能一概而论，必须详尽分析区域低碳发展所产生的差异原因，以期探索出一条以区域合作和产业转移为路径的低碳发展道路。

Differences CauseAnalysis and Countermeasures Suggestions of Regional Low-carbon Development

Abstract：Low-carbon economy is a development mode withlow energy consumption， low pollution and low emission as the cores and essentials. The development of low-carbon economy is significant for solving and getting rid of the ecological and energy crisis appeared increasing prominent in industrial culture， and can promote harmonious development of people， nature and society. Due to the large difference in regional economic development，exploration on the development path of low-carbon economy is not the same all over. The differences causes ofregional low-carbon development should be analyzedin detail，hoping to find a low-carbondevelopment path based on regional cooperation and industry transfer.

我国不仅是人口大国，同时还是化工业污染最为严重的国家之一，尤其是在近年来经济发展的速度不断加快，无论是在基础能源的耗费上还是在工业废料的排放上都存在着十分严重的问题。据国际能源总署的相关统计，我国目前的二氧化碳排放总量已经超越美国，一跃成为世界第一，这个第一带来的并不是骄傲与欣喜，而是深深的担忧与隐患。我国进入改革开放以后，对于能源的需求量开始大幅度增加，特别如煤炭等能源的产量远远不能满足市场需求，达到入不敷出的程度[1]，如不能够采取有效的应对措施，那么基础能源的缺失势必会为国家的未来发展带来近乎毁灭性的影响。立足于我国国情，探索低碳经济的发展路线是各地乃至整个国家都应该去重点面待的一项大事。为了确保我国低碳经济能够得到更快、更好的发展，对现有区域低碳经济的发展现状进行系统评价，准确地把握区域低碳发展差异的原因，并以此制定出相应发展对策也是科学发展实现中国梦的重要保证。……
