摘 要 大学生村官政策以缓解大学生就业压力和促进农村经济、社会发展为目标，此项政策执行数十年来是否达到预期目标，可谓众说纷纭，究其原因在于人们评价该政策所用的指标不同。本文试图从政策效果评估的角度出发，在探讨政策效果评估标准的基础上，从经济效果、社会效果与政治效果三个大的维度，构建大学生村官政策效果评估的指标体系，以期能为该政策效果评估提供一个客观、合理的评估指标体系。

Study on the Village Official Policy Impact Assessment Index Construction

Abstract The village official policy for undergraduates' target is alleviating employment pressure， promote rural economic and social development. But for decades， whether the policy's target is desired is debated， there are indeed opinions， the reason of it is the evaluation index of the policies used by people being different. Therefore， this article attempts to analysis from the perspective of policy evaluation， on the basis of policy evaluation criteria and from the economic effect， social effect and the political effect of three large dimension to build out the village official policy for undergraduates' evaluation index system， in order to provide an objective and reasonable policy evaluation index system.

“大学生村官”计划是一项面对大学生群体，用于将我国一大群高素质人才和最基层的农村连结起来的政策计划，旨在拓宽打声就业渠道，提高农村干部队伍的整体素质，加快新农村建设和农村经济的发展步伐。近年来，对于应届毕业生而言，就业是毕业后面临的最大难题，向往着“安稳生活”的家长和学生，都希望进入“体制”内，于是乎，“大学生村官”也变得越来越火热起来，“大学生村官”成为了毕业生就业的首选之一。面对这样的现状，结合“大学生村官”计划的推行现状，为了更好地保障农村干部的整体素质，留住人才，和农村自身的发展，建立一个更为合理的长效机制万分迫切;以公共政策的理论对现行“大学生村官”计划进行评估机制的构建，直观地体现出该项政策的实施效果，显得十分必要且颇具现实意义。在本文中，首先将大学生村官政策效果评估的一级指标定位为经济效果，社会效果和政治效果;其次，在以前三个大指标——一级标题的基础上，从政策第三方的视角，在以下的二级及三级标题中以政策目标为主线展开。……
