我国县域医疗卫生人才建设的主要做法和经验总结—以民权县为例

借助省卫计委指定调研民权县2014年医疗卫生人才建设工作的机会，县卫计委特将民权县自2009年～2015年间的医疗卫生人才建设工作进行一个完整的总结，重点阐述民权县在医药卫生人才引进、培养、使用和管理等方面的主要做法和经验总结，并为民权县医疗卫生人才建设未来的发展提出思考和建议。本研究首次将县、乡两个层面的医疗卫生人才建设作为一个有机整体，以期对该领域的相关研究提供更实际的归纳总结和参考价值。

【Abstract】

Henan province health development planning commission appoint Minquan country as the research object for the medical and health personnel construction work of 2014. Based on this opportunity， Minquan country health development planning commission make a summarize for its medical and health personnel construction work from 2009 to 2015 specially， expounding emphatically Minquan country’s main practices and experiences of introduction， training， use and management for the medical and health personnel， along with the corresponding thinking and suggestion for the future development of Minquan country’s medical and health personnel construction work. As the first time， this work make medical and health personnel construction work of the country level and township level as an organic whole， hoping to give more practical sum-up and reference value for the related researches on these topic fields.

1　前言

1.1研究背景和目的

随着我国医药卫生事业及医改的深化发展，人才建设日趋重要。医药卫生人才是推动医改发展、维护人民健康的重要保障［1］。基于此，我国先后颁布实施了《关于加强卫生人才队伍建设的意见》、《医药卫生中长期人才发展规划（2011～2020年）》等文件，明确医药卫生人才建设为地方各级政府的工作重点。

自2009～2015年，民权县医疗卫生人才建设工作取得显著成效。经河南省卫计委研究决定，将“民权模式”作为研究重点，要求总结民权地区2014年在医药卫生人才“引进、培养、使用和管理”等方面［2］的主要做法和典型经验，并将研究结果上报至国家卫计委。

鉴于国内鲜有县、乡统筹的医药卫生人才建设研究，借此机会，本研究以民权县为例，重点研究其在2009～2015年统筹县、乡医疗卫生人才建设的具体做法和经验，并作为论述我国县域卫生人才建设现状的典型代表。……
