【 摘 要 】 在科学技术飞速发展的当今时代，对涉密信息的管理工作是有很大难度的。为了实现对涉密信息的规范化和有效化管理，构建完善的定密信息管理系统和涉密信息电子文档管理系统是必须要做的工作。论文分析了现阶段我国在涉密信息管理中的一些问题，并为构建完善的定密信息管理系统提出了建议。

【 Abstract 】 In today's era of rapid development of science and technology， it is very difficult for the concerned secret information management. In order to realize the standardization of classified information and effective management， improve the framework of the secret information management system and classified information of electronic document management system is a must to do the work. This paper has analyzed the present stage our country in classified information management in some of the problems， and puts forward some suggestions for the perfection of classified information management system.

1 引言

随着信息化的飞速发展，信息的获取渠道和流通渠道越来越多样化，这为涉密信息的保密工作带了很大的挑战。现阶段，我国政府越来越重视涉密信息的保密工作，已经构建了相对完善的对涉密信息的审核制度，以及对涉密信息的管理体系。但是在对涉密信息实际管理中还存在着一定的问题，尤其是对涉密电子文档的管理难度很大，为相关人员带来了巨大的挑战。

2 定密、涉密电子文档管理现状

2.1 定密标准不统一，密级界定存在随意性

现阶段，我国在对涉密信息的密级界定虽然有相关规定，但是涉密信息的定密权主要还在各涉密单位，而且信息定密的主观性还是比较大，这是我国在涉密信息定密管理上存在的主要问题。具体说来，由于各个单位对同类涉密信息的密级界定是不一样的，就有可能出现下述情况，当甲单位将A信息定义为涉密信息时，对于乙单位来说，A信息可能没有保密的必要，于是乙单位就将A信息界定为非涉密信息，但是这对甲单位来说就发生了泄密事件。……
