摘要：在高校基层建立的党组织作为发挥党作用的堡垒，具有重要的模范带头作用。目前，在对高校的服务型基层党组织进行全面的建设方面，有一些认识、能力和机制方面的难度。本文首先阐述了我党在高校基层建设中有关服务性的基本目标，进而对高校基层建设服务型党组织方面所存在的一些不足之处进行了总结与分析，在此基础之上有针对性的提出了新时期在高校基层进行服务型党组织建设的对策。

Abstract：As a stronghold of the party's role，the party organization established in the University Base has important exemplary role. At present there are some difficulties of understanding, ability and mechanism in comprehensive construction of service oriented party organization in University. This paper firstly expounds the basic target of the service in the basic construction of the University, and then, summarizes and analyzes the shortcomings of the construction of party organization in the University Base. On this basis, this paper puts forward the countermeasures for the construction of service party organization in the University base.

一、引言

新时期我党对于执政方式的加强和改进工作，主要是通过服务型政党的建设问题入手 [1]。在我党十八大报告内，有明确的政策，即建设以学习型马克思执政党为主的，服务型与创新型并进的执政党，保证我党作为主要的具有中国特色的社会主义领导核心。根据这一要求，坚持为群众服务，做群众的工作任务，以此来加强党组织的基层服务建设。所以，从高校的党组织基层服务建设目标和存在的问题入手，进行实证探究，最终得出关于高校的建设服务型基层党组织的实现策略具有重要的现实意义。

二、我党在高校基层建设中有关服务性的基本目标

由于高校作为一个区别于政府和企业的部门，具有向学生传授知识并进行培养的责任，需要我党在对高校进行有关党组织的基层服务性建设时，合理的考虑到这一特点，从实际出发，进行合理的设置。具体包括以下两部分内容。……
