摘 要 校园综合防控与应急管理是建设平安校园的基础和核心，但由于管理理念、学生主体、校园内部环境、校园外部环境、管理机制体制和信息化发展等方面的原因，使得我国高校校园的综合防控与应急管理在规章制度、各级各类队伍建设、学校内部之间、学校与校外相关机构之间的信息沟通、综合防控与应急管理的实际训练等方面存在着一些亟待解决的问题，影响了平安校园的建设，为此，应该通过完善法制、加大宣传教育力度、加强队伍建设、强化培训与演练等工作，进一步提升我国高校校园综合防控与应急管理的水平，更好地建设平安校园。

On Current Comprehensive Prevention and Control of

the Campus and Emergency Management

Abstract Comprehensive prevention and control of the campus and emergency management is the core and foundation of the construction of safe campus， but because of the management philosophy， students， campus internal environment， external environment， campus management systems and information development， make our campus comprehensive prevention and emergency management in the rules and regulations， at all levels of team construction， between the internal school， with school related mechanism between information communication， comprehensive prevention and emergency management of practical training such as the existence of some urgent problems， affecting the construction of safe campus， for this， should perfect legal system， intensify propaganda and education， strengthening the team construction， strengthen the training and drills， further promotion of the comprehensive work， prevention and control of our campus and emergency management level， better construction of safe campus.

当前我国处在深刻的历史性转变时期，维护国家和社会的安全稳定是当今迫在眉睫的任务。高校作为思想活跃、信息交汇、人才荟萃、精英云集的场所，具有独特的社会引导功能和社会批判功能，而处于社会转型时期的高校，也面临着当前国际国内形势发生深刻变化、高校内外各种不稳定因素明显增加的局面。高校校园安全是社会公共安全的重要组成部分，既具有社会公共安全的共性与内涵，也具有高校独特的个性与内容，既包含校园师生的人身安全、财产安全和心理健康，也包含高校校园环境的安全与稳定、校园氛围的和谐。而要建设安全、健康、稳定、和谐的高校校园，校园综合防控与应急管理是基础和核心。……
